<br />MINUTES OF SPECIAL SESSION <br />October 3, 2011, <br />6:00 p.m. <br />EOC room of City Hall, 6801 Delmar <br /> <br /> <br />Mayor Welsch opened the meeting at 6:00 p.m. In addition to Mayor Welsch, the following <br />members of the Council were present: <br /> Ms. Lynn Ricci <br /> Mr. Stephen Kraft arrived at 6:05 pm <br /> Mr. Terry Crow <br /> Mr. Michael Glickert <br /> Mr. Arthur Sharpe <br />Also in attendance was Mr. Walker. <br />Mr. Byron Price called in to teleconference in order to hear discussion and offer discussion but <br />did not vote on any agenda items. <br /> <br />A Special Session of Council was called to work with Bills 9138 and 9139 <br /> <br />Introduced by Mr. Glickert <br />1. BILL 9138 <br /> - An ordinance amending Chapter 10.44 of the University City Municipal code, <br />relating to parking restrictions for specific streets, by repealing Section 10.44.010 thereof, <br />relating to parking prohibited on certain streets at all times, and enacting in lieu thereof a <br />new section to be known as “Section 10.44.010 parking prohibited on certain streets at all <br />times,” thereby amending said section so as to restrict parking at all times on the west side <br />of Melville Avenue thereof from Delmar Boulevard to Kingsbury Avenue, and on the north <br />side of Loop South thereof from Melville Avenue to ninety (90) feet west; containing a <br />saving clause and providing a penalty. <br /> <br />Bill 9138 received its first reading. <br /> <br />BILLS for all three readings and containing an Emergency Clause. <br />Introduced by Ms. Ricci <br />2. BILL 9122 <br /> – An ordinance amending section 1.a of Ordinance No. 6869 so as to change <br />the tax rate for general revenue purposes for commercial property for the year 2011 from <br />$.680 to $.668 on each $100.00 of assessed valuation; containing an emergency clause <br />. <br /> <br />Bill 9122 received all three readings. <br />Mr. Glickert moved to approve Bill 9122 and was seconded by Mr. Sharpe. <br /> <br />Ms. Ricci asked to amend in Section 3 for clarity, by adding “so that all rates” comply with <br />Missouri law. <br /> <br />Mr. Mulligan stated that this amendment just addresses the commercial property tax rate <br />and does not apply to the other rates. He said this was an amendment on the one <br />subsection of ordinance 6869. Mr. Mulligan stated that he did not believe that the proposed <br />amendment was pertinent to this bill. <br /> <br />Ms. Ricci asked then why did the bill recite what the residential rate was along with the <br />commercial rate. She said the way it presently reads to her is that only one of the rates <br />needs to apply to the Missouri Law. <br /> <br /> 1 <br /> <br />
