-The kids are often coming to The Loop for the same reasons as adults, to be out and/or to
shop. Part of the problem arises when they are walking in large groups of six or eight.
A question was asked about changes to the curfew in Loop.
Mr. Edwards stated that as far as he recalls, it was about six months ago that the curfew was
changed from 10 pm to 9 pm. The curfew applies to those 16 and under. Many of the arrests
made, as far as he knows, were of kids who live north of I-70 and who were in the age range of
17 to 19. The Loop is a safe place. That’s why kids go there. They feel safe there. Kids felt
safe in malls but they can no longer go to the malls. The issue is only from Memorial Day
through August. It is not a year-round issue. All business owners have to work together to
succeed. The original curfew was 10 pm and this did not accomplish enough. Business owners
still wanted kids to be able to come there and did not go with a 6 pm curfew like the malls. The
Loop is more dangerous for kids after 9 pm. That is part of the reason why 9 pm was selected. It
seemed to be a fair balance.
Questions/Comments and discussion:
-At Blueberry Hill, is it still set up so kids can come with their parents until 9 pm?
Mr. Edwards – Yes. That was started years ago. After 9 pm it is only open to ages 21 and older.
This is monitored at the front door.
-If kids are with their parents, can they be in The Loop after 9 pm?
Mr. Edwards – Yes. They are allowed with a parent. It is a good place for kids, but becomes an
issue with the size of these groups of kids. The large groups of kids played a role in changing
peoples’ perception of The Loop at night.
Mr. Liberto – Perhaps this is an opportunity to find out what kids are doing. What they want to
be involved in, etc. Mr. Liberto also stated he agreed there is an issue with the size of groups of
kids. When people come in to eat dinner, and they are dining outside, it is uncomfortable when
groups of 8 to 10 kids walk through.
Ms. Carol Crudden, owner of Ziezo in The Loop, entered the meeting.
Question to Ms. Crudden – What do your kids think?
Ms. Crudden stated her kids do go to The Loop during the summer but have not been harassed.
The issue is with large numbers of kids in groups.
-The need for police involvement tends to happen at sundown.
-Is there an issue with lack of sidewalk space? What about closing the street?
tm; šE
