6.
Annual order for tires for FY 11
Mr. Glickert asked to postpone until more discussion took place at the June 28, 2010, study
session.

Ms. Ricci asked why this annual tire order was before Council in June 2010, when in 2009 it
came before Council in November and in 2008 it came before Council in October.

Mr. Glickert said he would forward a memo to Ms. Watson from Froesel Tire Company
explaining the tires he has franchise for meet all specs requested by the City. He felt that
many tire companies were excluded from bidding because of the request for certain product
from specific tire manufacturers that sold only to exclusive dealers.

7.
Annual order for fuel for FY 11
Because of the implementation of the Fleet software, staffing and fleet reductions the City’s
annual fuel consumption went from the 2007 -2009 levels of 175,000 to 90,000 gallons of
unleaded fuel for 2010 and from 175,000 to 80,000 gallons of Diesel/Bio-Diesel for 2010.

The bid was recommended to go to Energy Petroleum with a total cost of $165,000 for
Diesel #2, $186,300 cost for unleaded and $188,100 cost for Bio 5% fuel.

Ms. Ricci stated that the annual fuel order bids received are from the same two companies
as previous years.

Mr. Price move to approve, Mr. Sharpe seconded and was approved by majority with one
Nay vote from Ms. Ricci.

8.
Concrete golf paths for FY 11, for holes #6 and #9 at Ruth Park Golf Course. It is to be
funded by CIP in FY 11. After this construction is complete the cart path will be sixty
percent complete with two of the longest holes remaining. The recommendation was to the
lowest bidder, Williams Concrete Construction for $48,180.

Ms. Ricci noted the $150,000 was awarded in 2009, $200,000 was awarded in 2010 and
$200,000 in 2011 for the cart path.

Ms. MacCartney stated that only portions of the Cart Path for hole six was voted on in 2009
and 2010. This request would finish the cart path at the sixth hole.

Ms. Ricci said this is another reason why the Council needs a study session in order to see
how CIP actually works.

Mr. Sharpe moved for approval of finishing the cart path at the sixth and ninth hole,
seconded by Mr. Glickert and was approved by the majority with one NAY vote from Ms.
Ricci.

J. CITY MANAGER’S REPORT
1.
Approval of Calendar Year 2011 Community Development Block Grant (CDBG) allocation.
Mr. Price moved to approve the FY 11 Community Development Block Grant (CDBG),
seconded by Mr. Crow and was approved unanimously.

3
