2.
Pool staffing discussion
The question was to why the pool hours have been shortened. Ms. MacCartney stated it
was a safety and liability issue due to guards leaving to go back to school. She noted that
schools are starting earlier now thus making it hard to find available guards. Ms.
MacCartney said she has tried everything in trying to staff the pool in late August.

Mr. Glickert asked Ms. MacCartney the difference between guards trained by Red Cross or
Star guards as it seemed difficult to find guards if limited to just trained Star guards. Mr.
Glickert suggested to close a section of the pool based on use, in order not to have to staff
the entire pool.

Mr. Crow asked what the salary rand of the guards were and Ms. MacCartney said from
$7.85 to $10.00.

Mr. Kraft asked if the City advertised at Washington University? He noted that being new on
the Council he has not received as many concerned calls as he has on the early closing of
the pool. He suggested the City get creative in figuring out a way to keep the pool open for
six more days. Mr. Kraft noted that lap swimmers have mentioned they would be willing to
help.

Ms. Ricci moved to have Ms. MacCartney to come back with a way to keep the pool open
six more days, seconded by Mr. Price and was unanimously approved.

CITIZEN COMMENTS
1.
Deb Carlin, 7132 Washington
Ms. Carlin offered her correction of minutes from June 7, 2010 to better clarify her
points. She offered suggestions for advertising in order to get more swim guards in
order to keep University City’s pool open longer. All her comments are attached at the
end.

2.
Elsie Glickert, 6712 Etzel
Ms. Glickert REMINDED Council of the hours the Heman Park pool has been open in
previous years. She felt that not using Red Cross trained guards was detrimental in find
guards to work. Ms. Glickert stated the decision that the City could not find guards was
in October of 2009. She is requesting that Council keep the pool open from noon to
8:00 p.m. until Labor Day. Ms. Glickert had citizens in the audience stand in support of
keeping the pool open.

3.
Anne Marie Kiddon, 7348 Wellington Ave
Ms. Kiddon previously had asked for information about the cost of maintaining full pool
hours versus the loss in income when closing the pool from noon to 3:30 pm to
determine if the choice was detrimental. She never received an answer. She was
concerned that this decision was made in the beginning of the year when hiring of
guards had not started. Ms. Kiddon also read a letter sent from Jen Jensen who was
out of town also requesting that the pool hours in August not be cut.

4.
Debra Jones, 6720 Bartment
Ms. Jones was present to request that Heman Park Pool hours not be cut in August as
what had been proposed.

4
