Traffic Commission

6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 862-6767, Fax: (314) 863-9146

4. Request to reserve 3-4 parking spaces in front of 6803 Kingsbury Boulevard for
residents use.

Commissioner Henderson presented the request to reserve 3-4 spaces in front of 6803
Kingsbury Blvd for exclusive use of the building residents. Commissioner Henderson
stated that the current Off-Street Parking Regulation do not apply at this specific location
as it is considered “grandfather in” from previous regulations.

Mrs. Janet Pierson presented her request and explained how the building located on 6803
Kingsbury Avenue provides parking within private property. The building located on 6679
Kingsbury Avenue does not provide any parking within private property.

Commissioner Henderson proposed to implement a residential parking permit, which will
have to be initiated by a petition with over 70% of the property owners’ signatures of the
north side of the 6800 block of Kingsbury Boulevard, as staff had recommended.
Commissioner Brot questioned that if a residential parking permit system is approved in an
area densely populated as this one, and with not enough on-street parking spaces, the
number of on-street parking tags provided to the property owners would have to be
decided. Commissioner Brot instead recommended that a residential parking permit be
implemented on Kingsland Avenue between Kingsbury Avenue and Washington Avenue.

Council Liaison Mr. Crow recognized that Mrs. Pierson has a valid parking concern and
that a residential parking permit is the option described in City ordinances to address her
concern.

Commissioner Henderson described the next steps would be to provide Mrs. Pierson with
a Petition Form to submit to the Traffic Commission at the next meeting, with all
documentation and signatures necessary to recommend the approval to City Council.

5. Request to install Stop or Yield signs at various intersections.

Commissioner Henderson presented the request and invited Pamela Carter to address the
Commission. Mrs. Carter explained the lack of Stop or Yield signs at all the intersections
in her neighborhood, including the intersections included in the request as follows: 78th
th
Street – Wayne Avenue; 78 Street – Milan Avenue; Milan Avenue – Erith Place; Mendell
Drive – Wayne Avenue; Mendell Drive – Milan Avenue. Ms. Carter also requested that
better signalization be provided at the Milan – Erith Place intersection where an
island/flower bed is located.

Officer Margul stated that the Speed trailer is currently broken (radar antenna needs
replacement) therefore data could not be obtained.

Traffic Commission Minutes – October 12, 2011 Page 3
