A NEW SECTION TO BE KNOWN AS "SECTION 34-77.2 REFERRAL TO THE
HISTORIC PRESERVATION COMMISSION," BY AMENDING SAID SECTION SO
AS TO NOT REQUIRE REFERRAL IN THE INSTANCE WHERE A BUILDING
PERMIT IS LOCATED WITHIN A PRIVATE SUBDIVISION THAT IS ON THE
NATIONAL HISTORIC REGISTRY BUT IS NOT WITHIN A UNIVERSITY CITY
DESIGNATED HISTORIC DISTRICT; CONTAINING A SAVINGS CLAUSE AND
PROVIDING A PENALTY

Introduced by Mr. Price
BILL 8911 —
2. AN ORDINANCE AMENDING CHAPTER 10.40 OF THE
UNIVERSITY CITY MUNICIPAL CODE, RELATING TO STOPPING, STANDING
AND PARKING GENERALLY, BY REPEALING SECTION 10.40.060 THEREOF,
RELATING TO PARKING A VEHICLE FOR SALE; CONTAINING A SAVINGS
CLAUSE.

Mayor Adams questioned the number of cars which would be allowed to have For Sale
signs posted on residential cars.

Mr. Price said he had a constituent who was ticketed for having a For Sale sign posted in
his car. Mr. Price was not aware of this being a University City law.

Mr. Glickert also had some concerns about the size of sign allowed.

Ms. Brot asked where the cars will be allowed to park. She wanted to know if anyone
could park a car with a For Sale sign in front of her house and for how long. Ms. Brot
pointed out that this ordinance needed much more development to explain its purpose and
requirements.

CITIZEN COMMENT
Elizabeth Wainwright, 7204 Dartmouth
Ms. Wainwright said that a neighbor, who owned a Maplewood used car lot, parked his
used cars from his business with For Sale signs on Midland near her home.

Ms. Ricci said that the way this bill is written, anyone could park a car with a For Sale sign
on it on University City streets.

Mr. Price said that he would like to see a warning be issued because many residents are
not aware of the violation.

Mr. Wagner moved that this bill be delayed and be reintroduced with all the amendments
as a substitute to this bill.

Introduced by Mr. Price
BILL 8912 —
3. AN ORDINANCE AMENDING CHAPTER 10.40 OF THE
UNIVERSITY CITY MUNICIPAL CODE, RELATING TO STOPPING, STANDING
AND PARKING GENERALLY, BY REPEALING SECTION 10.40.210 THEREOF,
RELATING TO PARKING TRUCKS AND COMMERCIAL VEHICLES, AND
ENACTING IN LIEU THEREOF A NEW SECTION TO BE KNOWN AS “SECTION
10.40.210 PARKING TRUCKS AND COMMERCIAL VEHICLES PROHIBITED-
