<br />Ms. Brot wanted to check to see if the substitute being introduced contained her suggested <br />staggered terms for the committee members. She was informed that it was included. <br /> <br />Mr. Wagner thanked Ms. Ricci for all the hard work she did on this bill, making sure the <br />correct language was used. Ms. Brot also thanked City attorney Mr. John Mulligan for <br />working with Ms. Ricci and she said she looks forward to its passage. <br /> <br />BILL 8909 — <br />2. AN ORDINANCE AMENDING CHAPTER 8.40 OF THE UNIVERSITY <br />CITY MUNICIPAL CODE, RELATING TO WEEDS, BY REPEALING SECTION <br />8.40.030 THEREOF, RELATING ABATEMENT OF WEEDS—SPECIAL TAX BILL <br />CONSTITUTES LIEN, AND ENACTING IN LIEU THEREOF A NEW SECTION TO <br />BE KNOWN AS “SECTION 8.40.030 ABATEMENT OF WEEDS—SPECIAL TAX <br />BILL CONSTITUTES LIEN,” THEREBY AMENDING SAID SECTION SO AS TO <br />AUTHORIZE WEED ABATEMENT AFTER FIVE DAYS IF THE PROPERTY WAS <br />PREVIOUSLY IN VIOLATION OF CHAPTER 8.40 DURING THE SAME GROWING <br />SEASON, AND TO MAKE THE PROVISIONS IN CHAPTER 8.24 AVAILABLE IN <br />CERTAIN CASES; CONTAINING A SAVINGS CLAUSE AND PROVIDING A <br />PENALTY. <br /> <br />Mr. Price moved for approval and was seconded by Mr. Glickert. <br />Roll Call vote was as follows: <br /> AYES: Mr. Price, Ms. Ricci., Mr. Wagner, Mr. Glickert, Ms. Brot, and Mayor Adams <br />NAYS: None <br />Bill 8909 became Ordinance 6669. <br /> <br />NEW BUSINESS <br />RESOLUTIONS <br />1. Resolution 2006 – 5 Municipal Parks Grant Program <br />Mr. Wagner moved to accept, seconded by Ms. Brot and approved unanimously. <br /> <br />Ms. Brot asked Ms. Betty VanUum, representing University of Missouri, St. Louis <br />(UMSL) to speak on the resolution. <br /> <br />Ms. VanUum, said the Great River Greenway Trail will link two biking and walking <br />trails in a plaza on UMSL’s campus. This university, being a non-profit organization, <br />was not able to apply for a grant, so the University leaders decided to join forces <br />with the surrounding communities in trying to obtain grant funding. Ms. VanUum <br />thanked University City staff and Councilmembers for all of their assistance and <br />looked forward to their being able to use the trail and plaza. <br /> <br />2.
