Session 1667, Minutes <br />May 20, 1996 <br /> <br />Page 5 <br /> <br />PUBLIC HEARING - 1996-97 BUDGET <br /> <br />The City Manager said a public hearing was scheduled for 7:30 p.m. this date and place to invite public <br />comments on the annual City budget for the fiscal year beginning July 1, 1996. <br /> <br />Mayor Adams opened the public hearing at 7:41 p.m. <br /> <br />Mr. Wagner noted the 1996-97 budget is based on a property tax that was rolled back from $1.30 to <br />$1.00, as the Council pledged to do if voters approved the capital sales tax at the April 2, 1996, election. <br /> <br />Mayor Adams added that the Council has had two extensive study sessions working on the budget, and <br />he hopes that it reflects the desires of the citizens as heard over the past year. <br /> <br />There were no other requests to speak, and the Mayor closed the public hearing at 7:43 p.m. <br /> <br />APPOINTMENT OF COUNCIL LIAISONS TO CITY BOARDS AND COMMISSIONS <br /> <br />Mayor Adams said one the Mayor's responsibilities is to appoint Council liaisons to the City's boards <br />and commissions, and he announced the following appointments, to take effect June 1: <br /> <br />Plan Commission--Larry Lieberman <br />Park Commission--Robert Wagner <br />Historic Preservation Commission--Wayne Munkel <br />Arts & Letters Commission--Larry Lieberman <br /> <br />Library Board--Paul Schoomer <br />Pension Board--Betty Thompson <br />Traffic Commission--Hardy Ware <br />TIF, IDA, CALOP--Mayor Adams <br /> <br />Mayor Adams noted that councilmembers serve as an important link between the boards and commis- <br />sions and the City Council, and councilmembers are often able to provide information on how Council <br />views various subjects. Conversely, the boards and commissions can also provide input to the Council <br />on how they view certain matters by imparting that information to the Council liaison. He thanked the <br />Council for being willing to serve the boards and commissions in this way. <br /> <br />SITE PLAN - 7400 OLIVE <br /> <br />The City Manager said a revised site plan for 7400 Olive was received after the deadline and has not <br />been thoroughly reviewed for compliance with City requirements. There were adjustments in the parking <br />lot size and other changes from the previous plan, but the basic number of units remains 32. However, <br />the developer has proposed an occupancy limit of three per apartment, which would be acceptable if <br />made legally binding on all successor owners. He recommended approval only if there is clarification <br />of side yards, trash collection, and a binding limitation on occupancy (the developer is currently consult- <br />ing his attorney on this}. The applicant asked that citizen comments be taken, but that Council not act <br />on this matter until the next meeting to give him an opportunity to obtain legal documents satisfactory <br />to the Council. <br /> <br /> <br />
