Session 1667, Minutes
May 20, 1996

Page 4

Fence Repair Bid (#7). The following bids were received from companies that have done acceptable
fence work on City property in the past. The work includes removing and replacing damaged fence sec-
tions at the west end of Crixdale alley, along the south side of the 1100 block of Mona Drive, and the
north side of the 7000 block of Canton.

Alpha Fence Systems
Easter Fence

$5,767
$9,198

Acceptance of the Alpha Fence Systems bid of $5,767 was recommended.

Setting Public Hearing - Parkview Gardens Tax Abatement (#8). It was recommended that a public
hearing on the proposed tax abatement (10 years full; 4 years at 50%) for nine apartment buildings being
rehabbed by the Parkview Gardens organization be set for June 3, 1996 at 7:30 p.m. in the Council
chamber. This level of abatement was previously given for similar projects in this area.

Mr. Wagner moved approval of the Consent Calendar. Mr. Schoomer seconded the motion, which car-
ded unanimously.

PUBLIC HEARING - VACATING 66TH STREET SOUTH OF OLIVE

The City Manager said a public heating was set for 7:30 p.m. this date and place to hear comments on
the request from both adjacent owners to vacate 66th Street south of Olive to its dead end. The road
is not needed for any public purpose and in fact has been mistreated in recent years. Following the
hearing and consideration of comments, a bill may be introduced to carry out the vacation. In the
interim, the adjacent owners request a license from the City to fence off the property.

Mayor Adams opened the public hearing at 7:36 p.m.

In response to Mr. Liebemmn, Mr. Ollendorff said the property owners on both sides not only agree to
take care of the property but are anxious to do so because of its poor condition, and the City has no ob-
jection to issuing a fence permit immediately.

Mr. Wagner asked if there were any drainage or sewage problems on the street. Mr. Ollendorff said
there were none of which he was aware. However, any easements would remain in place.

There were no other requests to speak, and Mayor Adams closed the public hearing at 7:39 p.m.

Mr. Schoomer moved that the City Manager be directed to authorize the construction of a fence in
advance of the anticipated dosing of this street. Mrs. Thompson seconded the motion. Responding to
Mr. Wagner, Mr. Ollendorff said the adjacent owners will pay for the fence and must get a permit
meeting City standards to build it. All voted Aye.
