Session 1667, Minutes
May 20, 1996

Page 7

Mr. Rudoph Oppenheim, 7561 Drexel, representing Ohave Sholom Cemetery on the subject property,
said there is a 20 foot ingress to the cemetery, but it will not work for a funeral procession the way the
proposed plan is laid out. He said if Mr. Aboussie were sincere about developing the property, a better
choice would be single dwellings; however, whatever plan is considered, thought should be given to how
the cemetery is treated.

Ms. Dora Manigo Johnson, 1169 Burch Lane, said she has been opposed to this development from the
beginning. As a 20 year resident, she was beginning to feel unsafe for the first time and felt her neigh-
bors may feel the same way. They have worked hard to develop a fine neighborhood, and if this complex
is built, the area will suffer. She felt all adjacent neighborhoods were opposed to this development.

Mr. Schoomer apologized to all who came to this hearing, and chastised the developer for not appearing.
He said he would move for denial except the developer must be heard on the new plan. He thanked the
residents for attending, and said he hoped it could be on the agenda for the next meeting.

Mr. Wagner also thanked those attending, and said he felt the development was overcrowded and would
be a detriment to the neighborhood. He said there was enough HUD housing on Olive.

Mr. Lieberman asked for clarification on the density issue. Mr. Ollendorff said the maximum number
of residents would be 96 (3 for each of 32 units) if the number of people per unit can legally be kept to
that. Mr. Lieberman did not think that was possible. Mr. Wagner said it was still too dense.

Mrs. Thompson said ~his area needs a face lif~, and after hearing all the comments from the neighbors,
she will not support this project.

Mayor Adams said he also had grave concerns. He asked Planning Director AI Goldman to take into
account Mr. Oppenheim's comments regarding the cemetery easement, which is not included in the
plans. He also requested that the Plan Commission study legislation that would put a cap on the devel-
opment of new apartments in University City. This will not stop rehabbing of apartments, but precludes
building new ones unless they are replacing older ones.

POLICE DEPARTMENT REPORT

The Police Department report for the month of April, 1996, was received and ordered filed.

BIIJ. FOR SECOND fiND THIRD_ READING

BllJ~ NO 8271 - AMENDING CHAPTER 18 MUNICIPAL CODE RELATING TO LICENSES AND
BUSINESS REGULATIONS BY REPEALING SECTIONS 18-20 AND 18-20.2, AND ENACTING
IN LIEU THEREOF NEW SECTIONS TO BE KNOWN AS "SECTION 18-20. LISTING OF BUSI-
NESSES, ETC., WHICH PAY FEES AS MERCHANTS," AND SECTION 18-20.2. CERTAIN
BUSINESSES AND OCCUPATIONS REQUIRING LICENSES ENUMERATED," SO AS TO EX-
