first amendment Supreme Court Cases that have to be taken to the Federal Courts; <br />is it dealing with complicated investigations; or are they more routine offenses? Mr. <br />Walker said the primary responsibilities of the City Prosecutor were to deal with <br />housing court issues, housing violations, and traffic violation issues. The more <br />serious crimes are sent to St. Louis County for prosecution. <br /> <br />The motion carried by a majority with one Nay from Mr. Crow. <br /> <br />L. COUNCIL REPORTS AND DISCUSSION <br />1. <br />Council Liaison reports on Boards and Commissions <br />Mayor Welsch asked Council to look at their appointment list that was assigned to <br />them. <br /> <br />Mayor Welsch spoke on the University City Joint Standing Committee that Stacy <br />Clay of the School Board and she have established. This was done in an effort to <br />encourage the City and the School district to work together on issues of mutual <br />concern. She said there will be three members from the Council and three members <br />from the School Board on that committee. She asked that any member of Council <br />would like to be a liaison to contact her no later than November 25. The work of the <br />committee will start after the first of the year. <br /> <br />M. UNFINISHED BUSINESS <br /> <br />BILLS <br />1. BILL 9140 <br /> – An ordinance amending Chapter 34 of the Municipal Code of the City of <br />University City, relating to zoning, by amending Section 34-36.4 thereof, relating to <br />conditional uses in the “GC” district by removing pawn shops; by amending Section <br />34-38.4 thereof, relating to conditional uses in the “IC” district by adding check- <br />cashing establishments as conditional uses in said district; and by enacting a new <br />section to be known as “34-132.4 standards for short-term loan establishments, title <br />lenders, and pawn shops; containing a savings clause and providing a penalty. <br />Bill 9140 was postponed until a Public Hearing is held. <br /> <br />N. NEW BUSINESS to be introduced <br />RESOLUTIONS <br />1. <br />Resolution 2011 – 16 A resolution engaging the services of WM Financial <br />Strategies, as financial advisor, and Gilmore & Bell, P.C., as special tax counsel, in <br />connection with the issuance of refunding certificates of participation by the city. <br /> <br />Mr. Kraft moved to approve, was seconded by Mr. Glickert and the motion carried <br />unanimously. <br /> <br />2. <br />Resolution 2011 – 17 A resolution authorizing the formation of the Olivette and <br />University City Joint Redevelopment Implementation Committee to oversee the <br />implementation of the recommendations of the Olivette and University City I- <br />170/Olive Boulevard Joint Redevelopment Task Force. <br /> <br />Ms. Ricci moved to approve, was seconded by Mr. Glickert and the motion carried <br />unanimously. <br /> <br />BILLS TO BE INTRODUCED <br /> 6 <br /> <br /> <br />
