had the title of Deputy City Manager when he arrived and she also oversaw HR and IT. <br />He said he was uncertain about replacing this position. Mr. Price then asked who would <br />be filling in for Ms. Watson and would they have the credentials she had. <br /> <br />Mr. Walker said that the City is ensuring that the qualifications in the Finance <br />Department match the requirements that are needed in order to perform that function <br />effectively for the City. He said the interim finance person is extremely well qualified <br />with a graduate degree in Economics and is performing well in the interim capacity. <br />Next Mr. Price asked if Council would get an update on the progress being made since <br />the arrival of a new Economic Development person. Mr. Walker said the City will <br />provide an update on the Economic Development activities of the City in the next couple <br />of weeks. Mr. Price spoke next on the Heman Park Community Center. He asked why <br />the rent for Heman Park Community Center was higher than surrounding municipal <br />facilities. Lastly, Mr. Price asked about recycling and the transfer station. He said he <br />looks at this as economic development rather than capital improvement. Mr. Price <br />stated that the City has a resource that is not being taken advantage of. He said the <br />residents need to increase their recycling and take a look at what public and private <br />partnerships there are to improve the transfer station. <br /> <br />Mr. Walker stated that he has been in conversation with the person trying to rent Heman <br />Park Community Center. He said he has instructed staff to review the rate structure and <br />give suggestions on how to increase rentals. Mr. Walker said in regard to the transfer <br />station, he has had meetings with representatives of Wellston in working with <br />municipalities who might be interested in partnering with the City in this area. <br /> <br />Mr. Glickert recognized Lucas Andert of the U City Fire Department as a U City <br />participant in Guns and Hoses boxing event. He also said in connection with Mr. Price’s <br />earlier comments that the U City School District uses Richmond Heights for the seniors’ <br />graduation party. <br /> <br />Ms. Ricci said Mr. Price reminded her that the businesses in the Loop do not recycle. <br />She said that maybe the City should consider creating a policy for the City businesses. <br /> <br />Mayor Welsch said the Mayor’s Task Force Seniors and Youth will be holding a Seniors <br />Town Hall meeting, November 30 from 11:30 to 1:30 PM at the Community Center. <br />They will ask for thoughts and input on what the City could or should be doing to benefit <br />senior residents of our community.
