Someone in the audience might believe a <br />text message was sent to another member/s of Council, and the person might draw a <br />conclusion, whether accurate or not, that the public official was conducting public <br />business privately by communicating public business during an open meeting to <br />another member or members of the same body by a text message. The member of <br />the public could ask to see what was in the text. There presently is no case law but <br />he recommended that people not use cell phones during public meetings. <br /> <br />M. Ms. Watson <br />said it was an increase related to the Energy Block grant. The finance department <br />will provide more specifics to expenses paid from this line. <br /> <br />Ms. Ricci noted that the Council had the packet for a couple of weeks and she had <br />an opportunity to speak with Mr. Walker about its format, as she is not keen on the <br />way the City communicates their budget transfer information. <br /> <br />Resolution 2011 – 15 carried by a majority with Mr. Crow voting Nay. <br /> <br />BILLS TO BE INTRODUCED <br />Introduced by Mr. Glickert <br />2. <br />BILL 9140 – An ordinance amending Chapter 34 of the Municipal Code of the City of <br />University City, relating to zoning, by amending Section 34-36.4 thereof, relating to <br />conditional uses in the “GC” district by removing pawn shops; by amending Section <br />34-38.4 thereof, relating to conditional uses in the “IC” district by adding check- <br />cashing establishments as conditional uses in said district; and by enacting a new <br />section to be known as “34-132.4 standards for short-term loan establishments, title <br />lenders, and pawn shops; containing a savings clause and providing a penalty. <br /> <br />O. CITIZEN PARTICIPATION (continued if needed) <br />Elsie Glickert, 6712 Etzel <br />Ms. Glickert said there had been reference of Washington University giving property to <br />the City for the firehouse but she said the land was no good and Washington University <br />has approximately 140 pieces of properties that are off the tax rolls of University City. <br />She said they should offer the parking lot they own on Kingsland Ave. adjacent to the <br />Lewis Center that would serve the community far better as a location for a new <br />firehouse. <br /> <br />P. COUNCIL COMMENTS <br />Mr. Glickert congratulated Ms. Brot on the successful open house of the Sutter Meyer <br />House. He said it was nicely done.
