t €€ <br /> i <br /> RESOLUTION 2011 -17 <br /> RESOLUTION AUTHORIZING THE FORMATION OF THE OLIVETTE AND UNIVERSITY CITY <br /> JOINT REDEVELOPMENT IMPLEMENTATION COMMITTEE TO OVERSEE THE <br /> IMPLEMENTATION OF THE RECOMMENDATIONS OF THE OLIVETTE AND UNIVERSITY CITY <br /> 1-170/OLIVE BOULEVARD JOINT REDEVELOPMENT TASK FORCE <br /> WHEREAS, the City Councils (the Councils) of the Cities of Olivette and University City (the <br /> Cities) established a joint task force in May 2009 to examine the opportunities and benefits of a <br /> coordinated redevelopment approach for the areas surrounding the 1-170/Olive Boulevard interchange; <br /> and <br /> WHEREAS, the joint task force was titled the Olivette and University City 1-170/Olive Boulevard <br /> Joint Redevelopment Task Force (the Task Force) and has spent the past two years meeting on a <br /> monthly basis reviewing each community's regulations and land use plans, zoning maps, and soliciting <br /> professional input from various professions related to land development, so as to develop a final report <br /> f <br /> with their analysis and recommendations for the Cities; and <br /> f <br /> WHEREAS, to help further the implementation of a coordinated development effort, the Task <br /> Force recommended in August 2010, and the Cities, after consideration and recommendation by their <br /> respective planning commissions (the Planning Commissions), adopted in January 2011 a temporary <br /> zoning overlay for a period not to exceed one year to encompass land area surrounding the 1-170/Olive <br /> Boulevard interchange (restricted to non-single family residential parcels which abut Olive Boulevard or I- <br /> 170 or whose primary access is onto Olive Boulevard, between McKnight Road on the east and North <br /> Price Road on the west), entitled JDO Joint Development Zoning Overlay due to expire January 24, 2012, <br /> and <br /> WHEREAS, the Task Force has prepared a written report citing their findings and <br /> recommendations, dated as adopted on September 7, 2011 and presented their findings and <br /> recommendations in a joint meeting of the Councils on October 17, 2011; and <br /> WHEREAS, the Councils have reviewed the written report of the Task Force with its findings and <br /> recommendations contained herein; and <br /> WHEREAS, the JDO Joint Redevelopment Zoning Overlay is scheduled to expire on January 24, <br /> 2012, and a recommendation of the Task Force is to extend the time period of the temporary overlay until <br /> a final overlay can be drafted and jointly adopted by the Cities; and <br /> WHEREAS, in efforts to implement the Task Force recommendations, the Cities are desirous of <br /> forming a committee to oversee the consideration and implementation of the recommendations noted in <br /> the Task Force Final Report, specifically, the development of an Intergovernmental Agreement; and <br /> WHEREAS,the Intergovernmental Agreement should address the following issues: <br /> • economic incentives; <br /> • marketing and promotion; <br /> • revenue sharing;and <br /> • common zoning regulations, including: <br /> o complimentary architectural design and site development standards; <br /> o common streetscape standards; <br /> o a form-based code or other appropriate zoning mechanism for regulating developments <br /> reflective of the vision for the area; and <br /> o a contemplated master plan to be developed in the future. <br /> NOW THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF UNIVERSITY <br /> CITY, ST. LOUIS COUNTY, MISSOURI accepts the findings and recommendations of the Task Force. <br /> BE IT FURTHER RESOLVED that the University City Planning Commission is directed to consider and <br /> I make recommendations on an ordinance amendment extending the current JDO Joint Development <br /> Zoning Overlay for a period not to exceed eight(8) months. <br /> BE IT FURTHER RESOLVED that the University City City Council,jointly with the City Council of Olivette, <br /> Missouri, hereby establishes the Olivette and University City Joint Redevelopment Implementation <br /> Committee (JRIC). <br /> t <br /> Page 1 of 2 <br />
