Resolution Nos. <br /> BE IT FURTHER RESOLVED that the JRIC shall consist of eight (8) members, with four (4) members <br /> from each City, to be appointed by the respective Councils and to consist of at least one member of each <br /> City's Council, Planning Commission, and Economic Development Board. <br /> BE IT FURTHER RESOLVED that the JRIC shall take such other action as it deems appropriate and <br /> within the context of the Task Force's recommendations and shall specifically consider, develop, and <br /> recommend an intergovernmental agreement for each Councils' consideration, which such agreement <br /> t <br /> shall address the following issues: <br /> • economic incentives; <br /> i <br /> • marketing and promotion; <br /> • revenue sharing; and <br /> • common zoning regulations, including: <br /> o complimentary architectural design and site development standards; <br /> o common streetscape standards; <br /> o a form-based code or other appropriate zoning mechanism for regulating <br /> developments reflective of the vision for the area; and <br /> o a contemplated master plan to be developed in the future. <br /> BE IT FURTHER RESOLVED that each City shall budget and appropriate funds for expertise and <br /> professional assistance to assist and further the purposes of the JRIC and that said budget and all JRIC <br /> expenses shall be split between the Cities on a 50-50 basis. <br /> BE IT FURTHER RESOLVED that the respective City Councils intend to appoint the JRIC members no <br /> later than December 31, 2011 and that the JRIC shall schedule its first meeting in January 2012. The <br /> JRIC is to develop a work outline that includes the following schedule: <br /> February 15, 2012 Forward a recommendation to the Cities regarding a budget; <br /> April 15, 2012 Forward a term sheet outlining the principles of the intergovernmental <br /> agreement to the Cities for review; <br /> June 15, 2012 Prepare a working draft of the intergovernmental agreement; <br /> July 15, 2012 Prepare and forward, for consideration by and recommendation of the <br /> Planning Commissions to the Councils, a permanent Joint Development <br /> Zoning District to supersede the current temporary JDO Joint <br /> Development Zoning Overlay; <br /> August 15, 2012 Prepare and forward a final draft of the intergovernmental agreement to <br /> the Councils for review and consideration. <br /> Adopted this th day of November, 2011 <br /> Shelley Welsc <br /> Mayor <br /> ATTEST: <br /> umrrr <br /> ity Clerk <br /> City of University City <br /> f <br /> Page 2 of 2 <br />
