Session 1664, Minutes
May 6, 1996

Page 6

or no federal funding would be available. He said about $100,000 would come from Community
Development funds, and $50,000 from General Revenue.

Mr. Schoomer said the Second Ward delegation has met with citizen groups on the questions that have
been raised; the citizens will be kept informed, and the City will work for a solution that meets the needs
of residents as best it can.

Mr. AI Stone, 1282 George, said he owns a building at 7111 Tulane, which is in University Park Subdivi-
sion where the bridge is located. He said the residents want Pennsylvania to be made one-way north in
order to cut down on traffic going through this subdivision; this solution will still allow all funding
mechanisms to remain as they are.

All voted Aye.

SITE PLAN AMENDMENT - BAR/RESTAURANT. 7347 FORSYTH

The City Manager said Krueger's proposes to place five tables and several planter boxes on the sidewalk
on Forsyth, leaving at least a six-foot open pathway. Approval can be recommended only if Krueger' s
will cut back indoor seating to match added outdoor capacity in an enforceable manner, since there is
inadequate parking available. Neighboring businesses to the east already have a parking shortage.

Mr. Kenneth Wetzel, representing Krueger's, agreed there was a parking shortage, however, he was
trying to obtain a letter from Washington University allowing patrons to park on their lot to the west.
He said placement of the tables and chairs will not block the sidewalk or restrict access in any way.
Also, the tables and chairs will be taken in every night.

Mr. Wagner asked Mr. Wetzel if indoor seating could be reduced by the same amount that is added out-
doors. Mr. Wetzel thought that could be done.

Mr. Schoomer said it would be difficult to enforce the indoor seating reduction. He suggested approving
the request, conditional on securing a parking easement from Washington University. If that does not
occur, then the seating issue could be addressed later.

Mr. Lieberman asked why the tables were to be taken in during the evening. Mr. Wetzel said his main
concern was that neishbors not be bothered by noise in the evening.

Mr. Wagner asked if Mr. Wetzel was requesting a certain number of spaces from the University for
Krueger's. Mr. Wetzel said he only asked whether his patrons could use the lot.

Mr. Munkel asked about the planters. Mr. Wetzel said they would not be taken in at night, nor would
they interfere with or block people walking on the sidewalk.
