Session 1664, Minutes
May 6, 1996

Page 7

Following further discussion, Mr. Schoomer moved approval with the following conditions: that the
outdoor tables and chairs be restricted to daytime use; that the dining area be regularly policed for trash
and litter, that a trash container be provided, and that permission be granted for daytime parking in the
Washington University parking lot. Mr. Munkel seconded the motion. All voted Aye.

CHANGE IN COUNCIL MEETING DATE

The City Manager said Mr. Lieberman pointed out the city calendar has an incorrect Council meeting
date. The June 17 date should be changed to June 24, which is the date Council adopted last fall when
it approved the calendar. Mrs. Thompson moved that the June 17 date be kept. Mr. Munkel seconded
the motion. Mr. Wagner did not want the date changed, since he had made plans to be away at that
time. All voted Aye eKcept Councilmembers Wagner and Lieberman, who voted Nay. (A later decision
by the Council scheduled the meeting date for June 24, 1996.)

PERSONNEL REPORT

The Personnel report for the week ending April 27, 1996, was received and ordered filed.

COUNCILMEMBER COMMENTS

Mr. Wagner said at the last meeting he requested that the City Manager report to the Council on early
morning lap swimming. Mr. Ollendorff said the lap swim schedule has been reinstated to its former
status of providing lap swimming every morning. He said the administration planned to cut back on this
and provide longer daytime hours, but now will try to do both. Mayor Adams encouraged anyone who
knew of lifeguards willing to work early mornings to notify the City.

CITIZEN COMMENTS

Mr. Fred Rogerson, 8649 West Kingsbury, said the Gatesworth Retirement Home bought the house and
lot next to his to build a parking lot, and he is concerned this will be a detriment to his property. He
suggested the Gatesworth has room elsewhere for their lot. He said several others on this block have
refused to sell their homes. He thought something should be done to prevent this lot from being built.

Mr. Ollendorff'said a proposal for a parking lot would have to go to the Plan Commission, then a public
hearing must be held, and the applicant must provide plans showing how he intends to protect the
adjacent properties, so there will be an opportunity for input during this process. A notice of public
hearing will be sent to all adjacent owners.

Ms. Janet Becker, 8655 West Kingsbury, said she came to the meeting to learn about the parking lot
plans, however, she realized this would not be addressed now. She noted the Gatesworth developers
have always been very open about their plans, and she was surprised they purchased the home without
talking to neighbors. She added they do have a parking problem and did not originally plan enough.
