Session 1663, Minutes <br />April 22, 1996 <br /> <br />Page 4 <br /> <br />members. Mr. Munkol introduced his wife Mary Jo, daughter Karen, and recognized those present who <br />worked so hard on his campaign. Mr. Wagner introduced his wife Nancy. Mr. Lieherman introduced his <br />wife Joy, family members Denise, Sharon and Ken Cohn, Jake and Wendy Nevels, and his friend and <br />County Councilman Charlie Dooley. Mr. Schoomer introduced his wife Suzanne, and Kirkwood Mayor <br />and Missouri Municipal League President Marge Schramm. Mrs. Thompson introduced her husband Jack <br />and sons Tony, Tyrone and Kwame, Berkeley Mayor Ted Hoskins and wife, Northwoods Mayor Errol <br />Bush, Pearlie Evans (Assistant to Congressman Clay), and a close friend, Mrs. Edna Foxworth. <br /> <br />CITY MANAGER'S IrEPORTS <br /> <br />CONSENT CALENDAR (THREE ITEMS) <br /> <br />Third Ouarter Budget Transfers (#1). Approval was recommended to transfer money from accounts that <br />have encountered une~cpected needs for either products or services from accounts where appropriations <br />exceed requirements. To keep the budget in balance requires using $104,583 of prior year's revenue which <br />was previously unappropriated. A major part of the necessary adjustments are due to the cost of setting <br />up the expanded recycling program, and for the most part are offset by grants from regional and state <br />sources. Several items of capital outlay are shown as transfers, however, they represent items that were <br />appropriated in the building improvement accounts. Sales tax revenues are exceeding budgeted amounts <br />while use tax obvious}y must be cut back as a revenue source. <br /> <br />Site Plan - 6927 Olive {#2). Approval is recommended of a tutoring program at this properly zoned com- <br />mercial building. No conditions are necessary beyond complying with all City ordinances. <br /> <br />Picnic Liquor License - 560 Trinity (#3). The St. Louis Symphony Community Music School may be ap- <br />proved for a picnic liquor license on June 2, 1966, for a special event. Similar licenses have been approved <br />on many occasions at this location with no negative consequences. <br /> <br />Mr. Schoomer moved adoption of the Consent Calendar. Mr. Wagner seconded the motion, which carried <br />unanimously. <br /> <br />POLICE DEPARTMENT REPORT <br /> <br />The Police Department report for the month of March, 1996, was received and ordered filed. <br /> <br />PERSONNEL REPORT <br /> <br />The Personnel report for the week ending April 13, 1996 was received and ordered filed. <br /> <br />CITIZEN COMMENTS <br /> <br />Ms. Jen Jensen, 706 Pennsylvania, said a petition was sent to the Council, City Manager, Parks Director <br />and Park Commission members which protested the reduction of early morning lap swimming from seven <br />to three days a week. She said many are unable to swim at other times because of work schedules or other <br /> <br /> <br />
