Request parking meters for 7 spaces on south side of Loop South: <br />The meter request is reasonable. High turnover spaces are generally 10-feet wide, <br />existing spaces are only 9-feet wide. The ownership of the parking spaces should be <br />verified as public spaces. This may need input from Washington University. <br /> <br />2. Request 15-Minute parking: <br />The locations of the 15-Minute Parking Stalls, as outlined on the traffic request form, <br />appear reasonable. CBB recommends 10-foot wide spaces for high-turnover stalls and <br />provision of proper signage. <br /> <br />3. Request Loading Zone Area: <br />Based on the Loop South width, and the Fire Department’s requests in the past for <br />sufficient lateral clearance on this street to drive and maneuver emergency vehicles, there <br />is a recommendation to eliminate the parking on the north side of Loop South at the <br />western most end of the block, for approximately 75 feet or three (3) parking spaces, just <br />east of Leland Avenue. This will accommodate movement of the emergency vehicles. <br />With the above recommended elimination of the parking on the north side of Loop South, <br />the loading zone is now proposed to be located on the south side of Loop South just east <br />of Leland Avenue. There will be more appropriate turning radii for vehicles, since left turns <br />are easier for trucks at tight intersections. <br /> <br />4. Accessible Parking: <br />Consider one accessible space within the recently-installed perpendicular parking spaces <br />on Loop South and delete one parking space to provide an access aisle as required by <br />law. <br /> <br />5. Tour Bus Parking: <br />Existing bus staging area is the most appropriate location. Blueberry Hill has installed <br />“shore power” electrical hook up to reduce noise. CBB recommended a formalized <br />agreement with the City and Blueberry Hill to outline rules, methods, restrictions, costs etc. <br /> <br />Commissioner Bondareff asked about jurisdiction on the parking spaces on Loop South. <br />Mrs. Gutierrez explained that there is a parking easement that needs to be obtained from <br />Washington University as the property owner of the building on the SW corner of Melville <br />Ave and Loop South, and in addition, the parking meter ordinance needs to be amended <br />by City Council action to add this location to the Municipal Code. <br /> <br />Traffic Commission Minutes – December 14, 2011 Page 2 <br /> <br />
