Traffic Commission

6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 862-6767, Fax: (314) 863-9146

Joe Edwards stated that the UPS and other delivery trucks use the parking spaces on the
north side of Loop South just east of Leland Ave. Also, Mr. Edwards indicated that a
possible location for an accessible parking space can be on one of the seven (7)
perpendicular parking spaces.

Regarding the Tour buses parking on Melville Ave, Mr. Edwards explained that he has
installed the electrical receptacle for the buses not to keep the motors running and that he
paid the agreed-upon rental fee for the recent tour bus utilization of the parking spaces on
the east side of Melville Ave.

Mrs. Gutierrez proposed to vote separately for each request/recommendation as
presented by CBB. Commissioner Bondareff requested clarification on the accessible
parking space.

Commissioner Bondareff made a motion to install parking meters on the seven (7) parking
spaces on the eastern end of the south side of the block of Loop South between Leland
and Melville, and that the two (2) easternmost spaces be designated as 15-minute
parking, seconded by Commissioner Nichols and unanimously approved.

Commissioner Bondareff made a motion to install a parking meter with a 15-minute limit
on the first parking space on the south side of Delmar Blvd, west of Melville Ave,
seconded by Commissioner Blalock and unanimously approved.

Another item on the traffic request form received was discussed at this time. This request
was to add six (6) parking meters on the east side of Melville Ave, south of the four (4)
existing parking meters spaces located south of the alley. This request was not voted
upon. Additional review time is necessary to provide a recommendation on this item. Mrs.
Gutierrez stated that the east side of Melville Ave is part of a private subdivision. Instead,
the Public Works & Parks Department recommended eliminating the first parking space to
the south of the alley due to a visibility and traffic safety concern. No motion presented for
this request, action will be taken by the Public Works & Parks Department.

Going back to the original list of requests and recommendations per CBB’s presentation,
Commissioner Blalock made a motion to eliminate the three (3) parking spaces located on
the north side of Loop South just east of Leland Ave, seconded by Commissioner Nichols
and unanimously approved.

Commissioner made a motion to establish a Loading Zone on the south side of Loop
South just east of Leland Ave, seconded by Commissioner Womack and unanimously
approved.

Traffic Commission Minutes – December 14, 2011 Page 3
