Request for a No Parking Zone on Jackson Avenue South bound (curb lane),
south of Balson Avenue

Commissioner Henderson presented the request submitted by Mr. Karl Scheidt and asked
the Commission to provide comments.
Mr. Scheidt presented the request to designate the west side Jackson Ave, between
Balson Ave and Dartmouth Ave, as bus parking zone from 7:30am-9:30am and from
2:30pm-4:30pm, Monday – Friday. This request was originated by the School District due
to their ongoing transition from (6) six elementary schools to four (4) elementary schools
and subsequent shifting of students from other schools to Jackson Elementary. Previously
the School District was able to park only two (2) buses within the private lot of the Jackson
Elementary School, but the recent school building extension project and other
requirements for the use of this lot made the school bus parking on the elementary school
premises impossible. Currently the referenced section of Jackson Ave. is blocked with
orange barrels from Balson Ave. to Dartmouth Ave. to reserve parking for buses. This is
the ideal location for students to walk on the sidewalk, and access the buses without
crossing any streets.

Public Works Department recommended approval of this request.

Commissioner Womack made a motion to approve the request to designate the west side
of Jackson Ave, between Balson Ave and Dartmouth Ave as a bus loading zone, from
7:30am-9:30am and from 2:30pm-4:30pm, Monday – Friday., seconded by Commissioner
Nichols and unanimously approved.

4. Request for a parking restriction on the north side of Forsyth Blvd east of Lindell
Avenue or parking allowed only for compact vehicles.

Commissioner Henderson requested Mrs. Gutierrez to provide background on previous
requests on this area. Mrs. Gutierrez showed an aerial view of the area and explained the
traffic safety concern and the current traffic and parking configuration. There is a lack of
parking on the private property at the northeast quadrant of the referenced intersection
and property owners rely on on-street parking for their patrons/residents. The most recent
request approved by the Commission was to install parking meters on the easternmost
four (4) parking spaces and to designate the other two (2) parking spaces as 15-minute
Drop-off/Pick-up. The number of available parking in this commercial area is considered
as of critical importance by the businesses; however, the City Engineer Sinan Alpaslan
explained that the geometry of the intersection and the current parking layout affect both
Forsyth and Lindell drivers’ sight distance. Most of the existing parking may need to be
Traffic Commission Minutes – December 14, 2011 Page 4
