<br />J. CONSENT AGENDA <br /> <br />K. CITY MANAGER’S REPORT <br /> <br />L. COUNCIL REPORTS/BUSINESS <br />Mr. Price said he was glad to see Board Member Mr. Jennings present. He said that <br />he spoke to Mr. Jennings about the recycling issues as it relates to the youth and <br />school district and also noted that CALOP is working on a film/project dealing with <br />youth and recycling. Mr. Price asked the City Manager if he would provide the <br />Council with strategic activities that the City could do with the school district relating <br />to recycling. Secondly, Mr. Price asked the City Manager to check with Police Chief <br />Adams about having non-emergency stickers that residents may put on their <br />refrigerator with a phone number to report suspicious activity anonymously. He said <br />these stickers could then be passed out at community meetings as the Focus Group <br />meetings. Mr. Price also asked the City Manager to provide an update on the City’s <br />PR Firm findings from a survey they recently conducted. He then asked the City <br />Manager and Mayor if they could work with the School Superintendent on placing <br />informational articles in the school newspaper as; youth, recycling, the Police Focus <br />Group and stickers for the non-emergency number. He noted that this paper is <br />distributed to many households with teenagers. Lastly, Mr. Price said that Mr. <br />Lieberman was not properly honored after his death as he was one of the longest <br />standing Councilmember and requested that a resolution be done in his honor. <br /> <br />Mayor Welsch said that she is in communication with Mrs. Lieberman and they are in <br />the process of selecting a date to give a proper proclamation. <br /> <br />Mr. Crow asked the City Manager to review the need for two detectives at the <br />Council meetings. He then noted after reading the Patch, that the City gave money <br />back to the County Parks’ Commission or did the City just say they would give <br />money back in regard to the driving range lights? <br /> <br />Mr. Walker said that the City has not received any official communication on <br />receiving a grant from the Municipal Grant Commission yet. He said when the City <br />receives this official communication; it will be brought to the Council with a <br />recommendation of terms on how to handle. <br /> <br />Mr. Crow asked if we were prepared to return the funds. <br /> <br />Mr. Walker reiterated that he will report back to Council when he receives official <br />notification. <br /> <br />Mr. Price referred to the last Council meeting concerning the legality of a resolution. <br />He asked for clarification on if a resolution is binding. <br /> <br />Mr. Walker said he had sent the City Attorneys legal opinion of a resolution and in <br />particular the wording in the resolution with a line item on the driving range lights. <br />He said he would forward it again. <br /> <br />3 <br /> <br /> <br />
