Mr. Crow said that the Charity Boards, which he is a member on, says three consecutive <br />absences. He also was not sure of how the Council could be enforced it, after a resident <br />was appointed by them. Mr. Crow said that if a person did not participate, then they should <br />not be reappointed when their term expired. <br /> <br />Mayor Welsch said it could be taken out now and recommended it be dealt with either an <br />ordinance or to use the Library Board’s terminology. <br /> <br />Mr. Sharpe thought the person who did the appointing could be contacted to find out why <br />their appointee was not attending the meetings. <br /> <br />Mr. Price was not clear if it meant three misses per term, which could be four years. Mayor <br />Welsch said in Boards she has been on, it was three in one year and usually unexcused. <br /> <br />Mr. Kraft said it was Boards and Commission rules not Council rules and secondly he <br />thought it would be rude to dismiss someone who had volunteered. <br /> <br />Mayor Welsch said the majority asked to remove Rule 39 and to ask staff to look at this <br />issue and perhaps come back to Council with more detailed information as to what other <br />municipalities do and also to look into the legal authority Council would have, as previously <br />referred to by Mr. Crow. <br /> <br />A majority agreed to remove suggested Rule 39 and ask the City Manager to prepare an <br />ordinance that could deal with all Commissions and Boards procedures and attendance <br />questions. <br /> <br />Mr. Kraft asked to discuss Rule 31. He asked to remove the last sentence “When members <br />of the Council take public positions on issues as individuals, they should make it as clear as <br />possible that they are speaking as individuals and not for the Council or City.” He thought it <br />was offensive and unenforceable and did not belong in Council rules. <br /> <br />The majority agreed to eliminate this sentence. Rule 31 will now read “No member may <br />represent the Council or the City in taking a position on a political issue unless the position <br />has been previously agreed to by a majority of the Council. However, votes taken at <br />meetings of the St. Louis County Municipal League, the Missouri Municipal League, the <br />National League of Cities, Metro Mayors, National Conference of Black Mayors, and United <br />States Conference of Mayors organizations will be decided by a majority of those members <br />of the Council who are members and present at such meetings; unless a position has <br />previously been decided on an issue by the Council as a whole, in which case the latter <br />shall prevail.” <br /> <br />Mayor Welsch stated that she did not think Council should say in public that they represent <br />the Council when they are speaking for themself and not the Council. She said this rule has <br />been in Council’s rules for a long time. <br /> <br />Mr. Kraft asked for the consensus of the present Council and suggested Council schedule <br />another session since he did not see an emergency on changing Council’s Rules and <br />Procedures. Mr. Price noted the consensus of the Council was to remove it and then if <br />someone wanted to bring back in the future, they could. <br /> <br />2 <br /> <br /> <br />
