Mr. Kraft next spoke on the linguistics of Rule 32. He said the rule was overly vague and <br />should be removed. Mr. Kraft said “etc” should not be in a legal document and also thought <br />that “City” should not be in a document concerning rules of the Council. Mr. Kraft said <br />linguistically it was very unclear. <br /> <br />Mayor Welsch noted it was basic PR that there would be one spokes-person to speak for <br />the organization instead of many. She said this also has been in Council’s rules for a long <br />time. It was saying that a Councilmember can speak on behalf of themself but not for the <br />Council. <br /> <br />Mr. Price asked to discuss Rules 8, the last paragraph. After discussion, the majority <br />agreed to strike the last paragraph of Rule 8, dealing with electronic devices being <br />permitted in an Executive session. <br /> <br />Mayor Welsch asked Council to review Rule 38 and 39 dealing with Council Board and <br />Commission members and appointments. She noted the problem that exists is that a lot of <br />the reappointments are not being done in an expeditious way, so a suggested change is to <br />add that if reappointments are not made in 30 days, it will move to the other ward <br />Councilmember. Mayor Welsch noted the other change is on how and when to make the <br />initial appointments to Boards and Commissions. She said this will be discussed in a future <br />study session and if Council had any discussion on what she and Mr. Glickert provided, to <br />please contact them before the next meeting. Mayor Welsch did note there have been <br />complaints from some Boards and Commissions that they are not getting a full complement <br />of members present at a meeting. City Clerk Ms. Pumm will make all changes to Council’s <br />Rules and Regulations agreed upon at this meeting.
