It was <br />recommended that the award go to Lakeside Roofing for its bid of $8,630. <br /> <br />Materials Recovery Facility Operating Agreement--Sorters (#7). Approval is requested of a one-year <br />agreement not to exceed $5,000/month ($7.50/hour) with St. Louis Association of Retarded Citizens <br />(ARC) to provide a work team (four fulltime positions) to sort recyclables at the Materials Recovery Fa- <br />cility. ARC has been ~orting the recyclables since the Center opened, and the City is pleased with their <br />services. Approval is recommended. <br /> <br />Material Recovery Facility Operating Agreement--Supervision of Sorters (#8). Approval is requested <br />of a one-year agreement with Stanley Holt to provide contractual services for operating the MRF and <br />supervising the St. Louis Association for Retarded Citizens (ARC) workers who provide sorting ser- <br />vices. Mr. Holt has entensive experience with this type of operation and working with people with disa- <br />bilities, and has been supervising the recycling operation since it opened. Approval was recommended. <br /> <br />Ms. Schuman moved approval of the Consent Calendar. Mr. Schoomer seconded the motion, which <br />carded unanimously. <br /> <br />PUBLIC HEARING - REDEVELOPMENT AND TAX ABATEMENT. 6673 DELMAR <br /> <br />The Deputy City Manager said a public hearing was scheduled for 7:30 p.m. this date to hear comments <br />on the plan to comet a three-story commercial building at 6673 Delmar, to cap 1997 assessed value, <br />and to grant up to 11 years of partial tax abatement. The developer requests that payment of taxes be <br />reduced to 20%, gradually increasing to 75% from 1998 through 2008. <br /> <br />Mayor Adams opened the public heating at 7:42 p.m. <br /> <br />Mr. Jerry Pratter, 240 Linden, representing applicant Louis London (6665 Delmar Redevelopment Cor- <br />poration), said this is a continuation of the project brought before Council at its last meeting. He said <br />there have been many meetings and a great deal of discussion between London and the City administra- <br />tion to reach a revised proposal that all could accept. He said tax abatement has been reduced from 15 <br />to 12 years, and London will donate the Kingsland parking lot to the City in the hope it may be improved <br />and provide additional parking at the west end of the Loop. Also, the value of the property even before <br />development will he al~praised at the purchase price so the School District, Special Business District, and <br />the City will receive initial taxes. He said the developer has closed on the site and their architect and the <br />City staff have already discussed the design and other matters connected with the proposal. <br /> <br />Mr. Chuck Fards, 7451 Bland, representing the University City School District, said the School Board <br />supports the proposal and appreciates all the work that has been done the last few weeks to compromise <br />in working out the tax abatement schedule; however, it was felt necessary to voice some concerns about <br />this process for the future. He said the Board hopes the Council will continue to view each such <br />proposal on its own merit, especially new projects, keeping in mind the effect on the School District. <br /> <br /> <br />
