<br />F. APPOINTMENTS <br />1. Mr. Crow moved to nominate Cirri Rohrbach to the Plan Commission, was seconded by <br />Mr. Kraft and the motion carried unanimously. <br /> <br />2. Ms. Ricci nominated Marc Jacob, Rosalind Williams and Mayor Welsch to the Joint <br />Redevelopment Implementation Committee of University City/Olivette, was seconded by <br />Mr. Sharpe and the motion carried unanimously. <br /> <br />G. SWEARING IN <br />Richard Wesenberg was sworn in to the Historic Preservation Commission in the City Clerk’s <br />office. <br /> <br />H. CITIZEN PARTICIPATION (Total of 15 minutes allowed) <br />Mr. Mass was concerned over the governance of the City, noting that decisions were being <br />made that was not consistent with a Council Manager form of government. He maintained that <br />the City was not following a resolution which was passed by the Council. Mr. Mass requested <br />that his complete letter be part of the minutes which can be found at the end of the minutes. <br />Mr. Mass also requested that his letter be provided in the minutes in a word format. (All <br />minutes are stored in a pdf format, which is searchable on the City’s web site.) <br /> <br />Jan Adams, 7150 Cambridge Avenue <br />Ms. Adams spoke on Parking Meters. She gave her statement to the City Clerk to be passed <br />on to the Council and City Manager, instead of reading it. <br /> <br />Tom Sullivan, 751 Syracuse <br />Mr. Sullivan spoke again on the street light outages that he had previously brought to the <br />City’s attention and noted that they are still not fixed. He stated that some lights have been <br />out for a while, specifically the one in Cicero’s parking lot along Kingsland. Mr. Sullivan said <br />this is a security issue because there have been numerous crimes committed in this area. He <br />said there are a dozen lights out around City Hall; a light out at North and South in front of <br />Dewey’s; a light out at Kingsland and Olive; and several lights out at Olive and Hanley. Mr. <br />Sullivan was also concerned about the new City Prosecutor having previously worked for the <br />City without a contract. He asked why this firm of Crotsby & Ormsby was chosen, since they <br />had little experience as prosecutors. <br /> <br />Elsie Glickert, 6712 Etzel <br />Ms. Glickert spoke of her concern with the Metropolitan Sewer District, (MSD). She referred to <br />the creek behind the Community Center at Vernon and Pennsylvania which had not been <br />dredged in years to the point that the silt has developed an island and should be dealt with <br />immediately. <br /> <br />Paulette Carr, 7901 Gannon Avenue <br />Ms. Carr provided her suggestions on Economic Development for University City. She pointed <br />out that it is possible in the future that the existing sales tax pool will not exist, putting more <br />burdens on U City for additional revenue. Ms. Carr pointed out the possibility of following <br />Maplewood’s method of attracting businesses.
