<br /> <br />J. CONSENT AGENDA <br /> <br />K. CITY MANAGER’S REPORT <br />1. Sidewalk & Curb Ramp Upgrade Project <br />Requested approval to grant authority to City Manager to sign and enter into a contact <br />with Oates and Associates, Inc. The total contracted amount was $73,962, with a Federal <br />match of $52,816 and a City match of $21,146. <br /> <br />Ms. Ricci moved to approve, was seconded by Mr. Glickert and the motion carried <br />unanimously. <br /> <br />2. Jackson Avenue pedestrian Traffic Signal replacement <br />Requested approval to grant authority to City Manager to sign and enter into contract with <br />Bernardin, Lochmueller & Associates. The total contracted amount was $32,604, with <br />Federal Match of $26,083 and City Match of $6,521. <br /> <br />Ms. Ricci moved to approve and was seconded by Mr. Sharpe and the motion carried <br />unanimously. <br /> <br />3. Metropolitan St. Louis Sewer District – St. Louis County Municipal League Resolution <br />regarding MSD consent decree <br /> <br />Mr. Walker said that Mr. Jeff Theerman, Executive Director of MSD was present to <br />address the Council. <br />Jeff Theerman, 2350 Morgan Street <br />Mr. Theerman stated the St. Louis County Municipal League is asking municipalities to <br />pass a resolution urging the Metropolitan Sewer District (MSD), the United States <br />Environmental Protection Agency (EPA) and others to reopen the Clean Water Act <br />Consent Decree agreement that was announced this past summer. He noted that MSD <br />has been in mediation over a lawsuit that was filed in June 2007, concerning the state of <br />MSD’s wastewater system, specifically sewer overflows. Mr. Theerman said this could <br />delay relief for customers who suffer basement backups and put off further reinvestment <br />in a sewer system that is old and in need of replacement. He said that per the consent <br />decree the program will cost an additional $4.7 billion over the next 23 years to improve <br />the sewer system in St. Louis City and County. He said presently, University City has <br />three such overflows that periodically still have a combination of waste and storm water. <br />Mr. Theerman said that within a ten mile radius of University City there are over 300 <br />central overflows and the goal of this program would be to resolve this. He said the St. <br />Louis County Municipal League wanted to see if the district was going to receive the 75% <br />Federal funding for this program and what would be the cost and benefit of this program <br />from an environmental perspective. He said the district plans on funding a part of this <br />program and in June, MSD plans on placing a bond issue on the ballot for City and <br />County voters with a referendum for $945 million dollar bond issue. The voters’ choice <br />will be whether they wanted rate with debt in order to spread out cost on user’s monthly <br />bills or cash without debt making monthly bills much higher. <br /> <br />Ms. Ricci said that they received information from MSD’s PR department and asked Mr. <br />Theerman how the Council could receive additional information. He said it could be found <br />on MSD’s website and the resolution could be gotten from the St. Louis County Municipal <br />League. <br />3 <br /> <br />
