<br /> <br />Mr. Price asked about the water overflows and Mr. Theerman said that they operate on <br />two separate rates (waste water run-off and storm water run-off) and at this point they <br />were discussing waste water run-off. <br /> <br />Mr. Sharpe asked what percentage of the 945 million dollars would be used for U City. <br />Mr. Theerman said some would be used in the redeveloping of the infrastructure. <br /> <br />Mr. Glickert asked what percent would be used for real estate to provide for retention <br />ponds. Mr. Theerman said that was a storm water issue and the referendum being <br />discussed is concerning waste water. He asked about the aroma found in places in U City <br />and what affect would it have on this unpleasant smell. Mr. Theerman said that it would <br />need to be explored. <br /> <br />The Mayor asked Mr. Theerman to provide information on the pricing structure compared <br />to the other parts of the country along with the information that he will be providing to the <br />City Manager on MSD’s projected goals from 2013 - 2016. The Mayor referred to a <br />meeting that she was a part of ten years ago, concerning the price structure and noted <br />that MSD had been lower at that time, as compared to any other areas in the country. <br /> <br />Mr. Sharpe asked Mr. Theerman to give the City Manager the price structure that he <br />referred to, so that it can be passed on to the Council. <br /> <br />L. COUNCIL REPORTS/BUSINESS <br />5. The Mayor asked the members of the Mayor’s Task Force on seniors and Youth to come <br />forward to assist in presenting the awards. The Mayor explained to those unfamiliar with <br />the process where she set up a Mayor’s Task Force in October 2010, on seniors and <br />Youth. She said that some members of the Task Force were present including the Chair, <br />Ms. Abbie Carter. Mayor Welsch noted the group was organized to consider the needs of <br />two different populations in the community: the seniors and the youth. The Task Force <br />was charged with spending a year and a half to research and then prepare a report <br />showing their findings and recommendations on how the City may move forward in better <br />serving the needs of these two groups of constituents in the City. The Mayor said the <br />process included conducting surveys of the seniors and the youth of which approximately <br />400 surveys were turned in by the seniors and 500 surveys were turned in by the youth. <br />These surveys were used by the committee to formulate their recommendations. Mayor <br />Welsch stated that the Task Force members took the initiative to provide a drawing for the <br />youth who completed the survey. The three winning names were drawn at the Dr. Martin <br />th <br />Luther King, Jr. ceremony at University City High School on January 14. Ms. Carter and <br />Ms. Jenson along with their colleagues presented the winners with their prize as follows: <br />th <br />Hernan Jacob Martinez, 10 grade, with the Grand Prize of an I Pad; Cortese Mitchell, <br />thth <br />11 Grade, with an and I Pod; and Marcus Harvey, 11 grade, with two ten dollar <br />certificates to Blueberry Hill The Mayor extended a thank you to all 500 young people that <br />took the time to complete the survey and also the Mayor’s Senior and Youth Task Force <br />members for all of their work since October 2010. <br /> <br />4.
