<br /> <br />Mr. Halpert asked about the added cost of a green roof system. <br /> <br />Mr. Doering stated two feet of dirt is necessary, adding up to four times the load requirement. <br />Cost is often more than what studies present. It will leak because every flat roof leaks. With a <br />green roof, those leaks would be below two feet of dirt. He has additional concerns, mostly with <br />engineering. He stated they plan to include other green elements including permeable pavement <br />at grade level and storm water cleansing elements. <br /> <br />Mr. Simon showed an example of elevation drawings that show vertical greening. This is <br />something unique for the parking garage and could mitigate the look of the garage and increase <br />beauty of the site. It involves steel cables in front of the building that grows vegetation on it. <br /> <br />Mr. Kraft commented on the condition referring to use of native plant species. He stated that it <br />was a highly controversial suggestion. Based on that requirement, most plantings in parks would <br />be illegal. It is a radical notion to require native species only. There is likely no native plant that <br />could grow on the previously mentioned steel cables. <br /> <br />Mr. Kraft also asked about the Parkview Garden Master Plan and if it is known if Vernon and <br />Kingsland will continue to be four lane roads or perhaps two lane with additional parking. <br /> <br />Mr. Lai stated that both roads are county roads. Vernon will become a more neighborhood- <br />oriented, two-lane street to the east. <br /> <br />Mr. Kraft asked if that was part of the Parkview Gardens plan. <br /> <br />Mr. Lai stated they are not to that level in terms of transportation. They have not classified the <br />streets. <br /> <br />Mr. Kraft asked about a design to allow for the restaurant to face the park. <br /> <br />Mr. Lai stated that condition 5 will continue to use the new parking formula. Regarding <br />condition 6, Mr. Lai stated that staff recognizes the concerns mentioned about the sustainability <br />elements. Mr. Lai proposed to remove the sentence referring to use of native plant species in <br />both Condition 6 and Condition 10. Regarding the green roof system, Mr. Lai stated that staff <br />recognized the comments and would be willing to change the recommendation to a white roof <br />system, an energy-saving application. Conditions 7, 8, and 9 remain the same. In Condition 10, <br />a minimum 5 foot buffer should be provided. <br /> <br />Plan Commission members discussed the area between the proposed development and Metcalfe <br />Park. <br /> <br />Mr. Lai stated that there should be some buffering between the development and the park and the <br />use of landscaping is recommended. <br /> <br />tm; <br /> šE <br /> <br /> <br />
