<br /> <br />Mr. Braswell stated that as part of the proposed Walgreens to the north of the subject site, a <br />traffic report was conducted by Crawford, Bunte, and Brammeier (CBB). In that report, they <br />considered 200 to 250 apartment units in the study and included a count that helped in the <br />approval of the new signalization at the west end of Delcrest and Delmar. The existing signal is <br />a pedestrian crosswalk. <br /> <br />The existing pedestrian crosswalk and new traffic signal were discussed. The existing pedestrian <br />walk will be integrated into the new signal. <br /> <br />Mr. Lai added that the developers are in the process of moving forward with traffic signal and in <br />the process of moving forward with a Community Improvement District. The traffic study has <br />recently been approved by St. Louis County. <br /> <br />Mr. Halpert stated, to clarify, that the report by CBB incorporated 200 250 residential units and <br />Walgreens. <br /> <br />Mr. Braswell stated it was his understanding that CBB incorporated residential units to warrant <br />the traffic lights. <br /> <br />Mr. Lai added that there is space to provide more landscaping to mitigate the visual impact of the <br />parking garage. <br /> <br />Mr. Braswell stated he is familiar with staff comments and conditions and has no objections. <br /> <br />Mr. Halpert asked for staff comments. <br /> <br />Mr. Greatens stated that the proposed development complies with all density and dimensional <br />regulations, common open space requirements and maximum site coverage allowed. The <br />proposed common recreation facilities and rental offices are accessory to the proposed multi- <br />family development and use will be limited to residents and guests. The interior location of the <br />proposed conditional uses will not have adverse impacts on the proposed uses on-site or the <br />surrounding property. To mitigate visual impact of the proposed four-level parking garage, <br />additional landscaping and special façade treatments should be installed. Staff recommends <br />approval with conditions set forth in Attachment B of the Staff Report. <br /> <br />Ms. Carr asked about the location of the club area and rental offices. <br /> <br />Mr. Braswell stated that these areas are to be located within the building under apartment units. <br />It is a two-story space within the proposed four-story building. <br /> <br />Mr. Lai stated that the Conditional Use Permit request is just for the proposed common <br />recreation facilities and rental offices.
