<br />Ms. Carr stated that she thinks all public hearing information should be made available on the <br />city website and at the library so any citizen in University City has access to the information and <br />the City should make every effort to make information available. <br /> <br />Mr. Halpert stated that all public hearing notice requirements were met for the Conditional Use <br />Permit on the agenda. <br /> <br />Staff provided an overview of maps and pictures of the site. <br /> <br />The applicant, David Braswell with Delcrest Apartments, LLC, presented the proposal to the <br />Plan Commission. The proposed development is a four-story multi-family development. The <br />multi-family buildings will wrap around a four-level parking structure, which will only be visible <br />from the private road and Interstate 170 to the west. Residents would be able to park in the same <br />level of the parking structure as the floor on which they live and be able to access their floor <br />directly from the parking garage. The club area and swimming pool will be for the residents of <br />the apartments. The Conditional Use Permit application is for the common recreation facilities <br />and rental offices. The site is zoned HRO High Density Residential / Office. The site is <br />currently the vacant McKnight School, which will be demolished. <br /> <br />Mr. Braswell added that they are proposing high-end apartments ranging from one-bedroom/one- <br />bathroom apartments up to three-bedroom/two-bathroom apartments. Sixty-two percent (62%) <br />of the apartments will be 1-bedroom/1-bathroom. Thirty-four percent (34%) of the apartments <br />will be 2-bedroom/2-bathroom apartments. Four percent (4%) of the apartments will be 3- <br />bedroom/2-bathroom apartments. The apartments will stack; meaning whatever is on the first <br />floor, the style of apartment will be the same on the three floors above it. Rental rates will range <br />from $950 to $1500 per month. <br /> <br />Mr. Braswell stated that the submittal meets all requirements of the Zoning Code. The parking <br />structure will accommodate 313 parking spaces. The total number of parking spaces is 372, <br />which exceeds the requirements by 18 spaces. The property is currently under contract. <br /> <br />Ms. Greening asked about whom the apartments will be marketed to and if it will be students. <br />Mr. Braswell stated that the market will range from young, single residents up to married couples <br />including single professionals and young married couples with a small percentage of seniors. <br /> <br />Mr. Byrne asked about the minutes from the Traffic Commission meeting on November 9 which <br />indicated discussion about an access point onto the private road to the west and if the applicant <br />considered that possibility. Mr. Braswell said they gave it some consideration. Mr. Braswell <br />stated it is a private drive and it would be used for a trail and it is controlled by the Great Rivers <br />Greenway. He said their investigation stopped there. Mr. Braswell stated an access point there <br />would not benefit his development. Mr. Byrne asked if any design for access could be <br />accommodated. Mr. Braswell stated that they do not believe access would benefit their <br />development. Mr. Byrne stated his concern was the additional traffic volume from Delcrest onto <br />Delmar and it is currently a difficult intersection. <br /> <br />Mr. Halpert asked about the transportation investigation and report. <br />tm; šE <br /> <br /> <br />
