Session 1661, Minutes <br />March 18, 1996 <br /> <br />Page 4 <br /> <br />CONDITIONAL USE - 1226 NORTH & SOUTH <br /> <br />The City Manager concurred in the Plan Commission recommendation to approve a conditional use <br />permit for the Divine Unity Church to occupy 1226 North & South, subject to the following conditions: <br /> <br />1. All activities shall take place inside the building and there shall be no outdoor activities at any time. <br />2. Signing shall be limited to a single sign hung in the west window. The sign shall not exceed 12 <br /> square feet in surface area. <br /> <br />Mrs. Thompson moved approval. Mr. Cotton seconded the motion, which carded unanimously. <br /> <br />SITE PLAN - 7400 OLIVE. FORTITUDE FOUNDATION <br /> <br />The City Manager said site plan approval may be given to use this property as a public assembly, meeting <br />and training facility for tax exempt institution purposes as it meets Zoning Code requirements if the fol- <br />lowing conditions are met: <br /> <br /> 1. No part of the east wing shall be used for assembly, meetings or training facilities during the hours <br /> the gymnasium is in use as a meeting facility. <br />2. The construction of the refuse container enclosure shall be reviewed and approved by the City staff. <br /> The enclosure shall be constructed and maintained in accordance with staff approval. <br />3. A 30 foot wide transitional yard shall be provided along all portions of the site abutting residential <br /> lots. Where the location of the existing building prevents creating a 30 foot wide transitional yard, <br /> the yard width shall be equal to the space between the building and the property line. All parts of <br /> the transitional yard shall be densely planted with a combination of evergreen and deciduous trees, <br /> and the entire perimeter of the transitional yard shall be fenced with a privacy fence or planted with <br /> dense shrubbery as approved by City staff. <br />4. The parking lot layout shall be revised to provide not less than four large trees in the center portion <br /> of the lot and to l~rovide a screen of plantings north of the refuse enclosure. <br />5. A detailed landscaping plan shall be submitted to the Director of Planning for review and approval. <br /> The landscape material and fencing shall be installed and maintained in accordance with the ap- <br /> proved plan. <br />6. The yard area south of the building shall be used for passive activities only and no portion of the <br /> parking lot shall be used for outdoor activities without the express approval of the City Council. <br />7. An easement or written agreement shall be recorded with the Recorder of Deeds that provides ac- <br /> cess to the cemetery for funerals and for cemetery visitors and provides water for use in maintaining <br /> cemetery plantings. <br /> <br />Mrs. Thompson moved approval as recommended, and Mr. Cotton seconded the motion. <br /> <br />The architect, Ms. D. Villacis, 1651 W. Adams, said heavy landscaping will be installed as requested, <br />but she had not planned to replace the fences buffering the residential area. She asked for a definition <br /> <br /> <br />
