Session 1661, Minutes <br />March 18, 1996 <br /> <br />Page 6 <br /> <br />Mayor Adams said a public heating is required, which he opened at 7:49 p.m., noting that it will be <br />continued to the next meeting, April 8, 1996. <br /> <br />Mr. Jerry Pratter, 240 Linden, attorney for Louis London, said the group plans to build a three story <br />building on the vacant lot between their building and the one on the northeast corner of Delmar and <br />Kingsland. He said the London-owned parking lot on Kingsland is in need of improvement, and they <br />propose donating it to the City so it may be repaked and extend the Loop North parking lot. Mr. Prattar <br />showed drawings of the proposed building to the audience. <br /> <br />Mr. Ollendorffdarified that Council will vote only on the development plan at this time; the issue of tax <br />abatement is being discussed but will not be voted on now. <br /> <br />Mr. Robert C. Meier, president of Taylor-Morley Management Company, 1224 Fern Ridge Parkway, <br />managing agent for K&D Building, 608 Kingsland (next to the proposed project), said Mr. Steven Stone, <br />attorney for K&D's owner, sent a letter to the City Council and City Manager today outlining his client's <br />views on this project and its possible effects on K&D's tenants. He said his client was in favor of the pro- <br />posed conditions and the parking plan as submitted, and would like the metered spaces lef~ as presently <br />configured. He would also like to meet with the London group when he returns to the city. Mr. Meier <br />said his client was generally supportive, but wished to make his concerns known to the proponents. <br /> <br />Ms. Sharon M. McPharron, Executive Director of Crat~ Alliance, 6640 Delmar, said the existing Louis <br />London Building is a Loop landmark, and its rehabilitation was a positive statement about investment <br />in the community. She said donors to Craft Alliance ask about the community and she is proud to point <br />to that building as an integral part of the Loop. Also, the fact that the old and new buildings will be <br />owner-occupied is a plus and makes it easier to discuss neighborhood issues. In addition, it is important <br />that more retail space will be available in the Loop's west end. She said Louis London supports the arts, <br />which are extremely important to University City. She hopes the new building becomes a reality, and <br />she asked Council to give this project serious consideration in planning the economic future of the Loop. <br /> <br />There were no other speakers, and Mayor Adams closed the public heating temporarily. <br /> <br />Ms. Schuman said Mr Stone's letter expressed concern about light and air circulation for residents of <br />the K&D Building, which was also a concern of Council when a different building was proposed for this <br />site. Mr. Ollendorff. said he believed the applicant understands the three story building will block the <br />light and air; the primary concern is that tenants will not be bothered by noise or odor from the new <br />building.
