<br /> <br /> <br /> <br /> <br /> MEETING OF THE CITY COUNCIL <br />CITY HALL <br />6801 Delmar Blvd. <br />City of University City, Missouri 63130 <br />February 13, 2012 <br />6:30 p.m. <br /> <br />At the Regular Session of the City Council of University City held on the fifth floor of City Hall, on <br />Monday, February 13, 2012, Mayor Shelly Welsch called the meeting to order at 6:32 p.m. In <br />addition to the Mayor, the following members of the Council were present: <br /> <br />Mr. Byron Price <br />Ms. Lynn Ricci <br />Mr. Stephen Kraft <br />Mr. Terry Crow <br />Mr. L. Michael Glickert arrived at 6:40 p.m. <br />Mr. Arthur Sharpe, Jr. <br /> <br />Also in attendance was the City Manager Lehman Walker. <br /> <br />C. APPROVAL OF AGENDA <br /> <br />D. PROCLAMATIONS <br /> <br />E. APPROVAL OF MINUTES <br />1. The minutes of January 23, 2012, Regular City Council Study session was moved for <br />approval by Mr. Sharpe and was seconded by Mr. Crow. <br /> <br /> Mr. Kraft amended the minutes to reflect the comment regarding the smell for MSD to look <br />into was made by Mr. Glickert, not him. <br /> <br /> The minutes were approved as amended, and the motion carried unanimously. <br /> <br />F. APPOINTMENTS <br />1. Mr. Crow moved to nominate Ben Senturia to the Joint Redevelopment Implementation <br />Committee, was seconded by Mr. Sharpe and the motion carried unanimously. <br /> <br />2. Mr. Crow nominated Ed Mass to the Parks’ Commission, replacing John Sweeney and <br />was seconded by Mr. Sharpe. <br /> <br /> Ms. Ricci said that she is the liaison for the Parks Commission and has been for two <br />years. She said that she appreciates Mr. Mass’s willingness to serve, however she would <br />like someone with a broader interest and would like to use his skills in a another vain. <br /> <br />Mr. Price said that a liaison should not decide who is on a Commission. He said when a <br />councilmember nominates someone; it should be respected and voted on. <br />Councilmember’s are individuals and should not determine worthiness of a resident that <br />has been nominated by another Councilmember. Mr. Price noted it would be dangerous <br />to start nick picking residents about who is worthy and this precedence should not be set. <br /> <br />1 <br /> <br />
