Mr. Sharpe said the Arts and Letters Commission has many marvelous things <br />happening. He said the returning artist project went very well. <br /> <br />The Mayor said that she had another meeting with the Olivette/University City Joint <br />Implementation Committee. She noted the work is moving along with a newly <br />organized committee and are in the process of hiring a legal firm that will be working <br />with the committee on approved work by this Council and the Olivette Council. <br /> <br /> 4. Other Discussions/Business <br />Mr. Price asked the City Manager if it is a proposed budget, due to the fact that it has not <br />been finalized. The City Manager said it was and he will be submitting the budget to <br />th <br />Council at the February 27meeting. Mr. Price then asked the City Manager what date <br />the finalized budget would be voted on. The City Manager said it would be at the first or <br />second Council meeting in June. <br /> <br />The Mayor said that according to the Charter, the budget has to be approved no later than <br />th <br />June 27. <br /> <br />Mr. Price again asked the City Manager if based on preliminary projections; will there be a <br />COLA for any employees in this upcoming projected budget. The City Manager said as <br />the budget is currently drafted, he will not be recommending a salary increase for City <br />staff. <br /> <br />Mr. Kraft asked to address a previous speaker that expressed in a public statement which <br />was directed at him, misquoting his statement. Mr. Kraft stated “my website speaks for <br />itself.” <br /> <br />M. UNFINISHED BUSINESS <br />BILLS <br />1. BILL 9148 - An ordinance amending Ordinance No. 6879 by amending from and after its <br />passage, the schedule of fixed compensation to be paid to the City Clerk, a <br />City employee. <br /> <br />Mr. Glickert moved for approval and was seconded by Mr. Sharpe. <br /> <br />Mr. Sharpe felt that there is some misinformation abroad about this Bill as it did not involve any <br />fiscal impact to the City and it is not a pay hike, at this time. He said it was a mandate for a <br />change, in range only, for the City Clerk. Mr. Sharpe noted that she is at the top of the pay <br />scale and has been for several years. He said this change in range will allow the Council <br />some leeway during the evaluation of the City Clerk. <br /> <br />Mr. Kraft said that this is certainly worthy of consideration. It is not something that will be done <br />in this years’ budget. This would be an impact on Fiscal Year 2013. Mr. Kraft moved to post- <br />th <br />pone until May 14. This may be discussed during the Study Session along with the <br />Legislative Budget.
