Ms. Ricci said to the Council that if they see something such as this, they should not wait <br />four days to announce it at a public meeting. She said that if she had seen this, she <br />would have called the City Manager instead of letting it sit for four days. <br /> <br />Mr. Crow said that it is not his responsibility; it is the responsibility of the staff. <br /> <br />L. COUNCIL REPORTS/BUSINESS <br />2. Council liaison reports on Boards and Commissions <br /> <br /> Mayor Welsch announced that she will be the Council Liaison for the Human Relations <br />Commission <br /> <br /> <br /> Green Practice Commission terms for members appointed to be decided by <br />Council according to the Ordinance 6859, section 2.31.030 “Of the first appointed, <br />two shall be appointed by the Council for a term of one year, two for a term of two <br />years, and three for a term of three years each.” <br /> <br />The Mayor said that when the Commission members were appointed, apparently the <br />terms were not assigned. She said Ms. Pumm looked at the Ordinance and it stated <br />that Commission members shall be appointed to one, two or three year terms. The <br />Mayor quoted the City Attorney; Mr. Martin said that it is up to the Council to decide. <br />The Mayor asked for any input from members of Council on how to proceed. <br /> <br />Ms. Ricci suggested going back to the Commission to gauge the interest of the <br />members to let them decide how they would like to do the appointment staggering. <br /> <br />Mr. Glickert said that he agreed with Ms. Ricci. We have had some resignations from <br />the Green Practices Committee and this may make it easier to move forward. <br /> <br />The Mayor asked for a consensus of having Ms. Ricci, the Council liaison for Green <br />Practices Commission, go back and ask the commission of how they would like to <br />stagger their terms according to the Ordinance. The Mayor agreed with Mr. Glickert <br />and said that one member stepped down and it would be Ms. Ricci’s appointment. <br /> <br />Ms. Ricci reiterated that the Parks Commission will be having three members cycling <br />off at the same time. She would like to know how the Council would like to handle this <br />or should she go back and ask them about staggering those appointments. <br /> <br />The Mayor said that this is a long established commission and perhaps they should <br />look at it in a different manner. She said that it may be discussed when they get back <br />to the Council Rules. The Mayor said that she and Mr. Glickert have already worked <br />on the rules about Commission appointments and reappointments. <br /> <br />Ms. Ricci said the Green Practice Commission is discussing adopting the 2009 Code, <br />Energy Efficiency Electrical Building Codes. Ms. Ricci announced the new president <br />for the Parks’ Commission to be Caryn St. Clair. <br /> <br />Mr. Glickert said the CALOP Commission wanted everyone to know that their films are <br />available at the University City Library and they are archived in joint cooperation with <br />Washington University. The archives are located at Washington University off of <br />Forsyth. <br /> <br />4 <br /> <br />
