It was recommended that the <br />award go to D. Bennish Construction for its low bid of $77,751.50. <br /> <br />Picnic Liquor Licens~ - 560 Trinity (#9). Approval was recommended to sell alcoholic beverages by <br />the drink at St. Louis Symphony Community Music School events on March 9 and April 6, 1996. <br />Licenses for this type of activity have been regularly approved in the past without adverse effects. <br /> <br />Pedestrian Bridge - Ruth Park Nature Area (#10). Invitations to bid on a pedestrian bridge (budgeted <br />at $6,500) for the Ruth Park Nature Area were sent to eight companies, with the following response: <br /> <br />Continental Bridge <br />Bergfeld Recreation <br /> <br />$7,660.00 <br />5,982.00 <br /> <br />No minority/woman owned businesses bid. A Missouri Land and Water Conservation grant will provide <br />50% of the amount. Acceptance ofBergfeld Recreation's low bid of $5,982 was recommended. <br /> <br />Mr. Wagner moved approval of the Consent Calendar. Mr. Schoomer seconded the motion, which <br />carded unanimously. <br /> <br />STREET ISLAND - BARTMER/COLBY/ROTH (FORMER CONSENT CALENDAR #2) <br /> <br />As a resident of the neighborhood in question, Mr. Cotton felt he should not vote on this matter and lef~ <br />the Council Chambers. <br /> <br />The City Manager said the Roth Avenue Neighborhood Association has asked that an island be con- <br />structed at the intersection of Bartmer/Colby/Roth, resulting in a major improvement for the entrance <br />to this neighborhood. General plans and location have been agreed upon, and he recommended approval <br />of construction through a City contract subject to private contribution of 50% of the cost, as is the <br />precedent where closures or planters are constructed for neighborhood improvement. The neighbor- <br />hood association has also requested directional street name signs and a decorative light on the island. <br />He suggested the City contribute up to $2,500 from the street contractual account for this project. <br /> <br />Mr. Wagner moved approval as recommended. Mr. Schoomer seconded, and all voted Aye. <br /> <br />Mr. Cotton returned to the Council Chambers. <br /> <br />BUDGET TRANSFERS <br /> <br />The City Manager recommended approval of budget transfers for the first six months of the fiscal year. <br />Net expenditure increases of $377,241 were offset by substantially greater revenue increases, which <br /> <br /> <br />
