Session 1660, Minutes
February 26, 1996

Page 7

measured the property. Mr. Ollendorff said the staff report does not include the required number of
parking spaces, but the Planning staff did measure and concluded there were not enough; he said he
could get the exact number for the next meeting.

Mrs. Schuman noted a similar situation existed some years ago when the restaurant at Gannon and North
and South opened; at that time, the school across the street allowed care patrons to use their lot at night.

Further discussion ensued, and Mr. Schoomer said he did not wish to move denial if there was a chance
of alternative solutions or conditions that might cover some of the options. He moved to table pending
discussion with staff to see if'there was any viable solution. Mr. Wagner seconded the motion. All voted
Aye except Mr. Cotton, who voted Nay. Mayor Adams asked that staff provide the precise number of
parking spaces required; find out if the trucks that use the parking lot are there when Breugger's would
be open; and the operating hours of the other businesses on this block. Mr. Wagner asked for a finn
commitment on Breusger's operating hours.

Mrs. Schuman suggested perhaps the property owner might examine the needs of all the businesses
there; there may be some physical improvements the owner could make that would help them. She feels
the new restaurant will benefit the area if there is some way to solve the inherent parking problems.

In response to Mr. Oll~ndorff, Mr. Klitzing said no outdoor seating is planned. The operator said he was
willing to cut the seating to 45, and adjust the hours to an acceptable number for all concerned.

Mr. Wagner asked that the adjacent neighborhood be notified when this matter is back on the agenda.

SUBDIVISION - PRI~CISION PLACE

The City Manager said at the last meeting the plat splitting the property on the southwest comer of
Vernon and Kingsland was approved with a condition requiring a walkway easement. He recommended
approval without the condition since all parties have agreed to record a deed transferring the walkway
property to the adjacent subdivision.

Mr. Schoomer said there will be an immediate transfer of the property for $1.00 to the trustees of
University Heights #1 who will take responsibility for maintenance and liability. He then moved to
reconsider this matter. Mrs. Thompson seconded the motion and all voted Aye.

Mr. Schoomer moved to delete the amendment imposed at the last meeting. Mrs. Schuman seconded
the motion, which carded unanimously. Mr. Schoomer then moved approval of the subdivision of
Precision Place. Mrs. Thompson seconded the motion, and all voted Aye.

POLICE DEPARTMENT REPORT

The Police Department report for the month of January, 1996, was received and ordered filed.
