<br /> <br /> <br />Department of Community Development <br />6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 505-8500, Fax: (314) 862-3168 <br /> <br /> <br /> <br />Land Clearance Redevelopment Authority <br /> <br />June 30, 2011 <br />6:30 p.m. <br /> <br />Minutes <br /> <br /> <br />Present <br />Land Clearance Redevelopment Authority <br /> <br />Daniel Rayhawk, Chair <br />Dennis Hyland <br />Mayor Shelley Welsch <br />Daniel Wofsey <br /> <br />Andrea Riganti, Staff Liaison <br /> <br />Also in attendance was Kyle Hunsberger from Habitat for Humanity St. Louis <br />(HFHSL) and guest Tom Sullivan. <br /> <br />The meeting commenced at 6:30 p.m. with Daniel Rayhawk serving as Chair. <br /> <br />A motion was made by Mr. Rayhawk and seconded by Mr. Wofsey to approve <br />the joint LCRA/TIF meeting minutes of November 30, 2010. The motion was <br />approved unanimously. <br /> <br />The next agenda item was the consideration of a blighting <br />analysis/redevelopment plan from HFHSL. Ms. Riganti provided background <br />about the project and proposal. The City proposes to partner with HFHSL for the <br />development of five vacant city-owned lots in the City’s northeast area. HFHSL <br />will construct infill housing to LEED Platinum standards on these properties. Full <br />tax abatement will be sought for the project. LCRA approval of the analysis and <br />redevelopment plan is the first step in the abatement process. <br /> <br />Mr. Hunsberger presented the blighting analysis and redevelopment plan <br />prepared for the project. He described the statutory definition of blight and <br />established the conditions which qualify the area as such. The area is blighted <br />due to a predominance of factors which constitute an economic and social <br />liability and a menace to the public health, safety, morals and welfare. <br />1 of 2 <br /> <br />
