Ms. Riganti explained that although twenty-two parcels were included in the
blighting analysis, only the five vacant city-owned lots are included in the
redevelopment plan. The additional parcels were included in the analysis in the
event that the HFHSL-City partnership is expanded. The addition of these
parcels does not impose requirements on the existing property owners, nor does
it displace residents.

Mr. Hunsberger then provided an overview of the proposed redevelopment plan.
HFHSL will build five single family detached LEED Certified homes that will be
sold to owner occupants. This plan is consistent with the City’s Comprehensive
Plan and the original proposal for the use of the lots.

Mr. Hunsberger responded to questions from the LCRA members and described
the financing for HFHSL clients, estimated construction timeframe for the project,
imposed homeownership safeguards, sidewalk replacement, client wait list and
property maintenance matters.

Mr. Rayhawk motioned to approve the HFHSL blighting analysis dated May 26,
2011, seconded by Mr. Wofsey. The motion carried unanimously.

Mr. Rayhawk motioned to approve the HFHSL redevelopment plan dated May
26, 2011 for the development of five vacant city-owned lots.
