<br />Ms. Riganti presented a resolution approving the redevelopment agreement in <br />concept with HFHSL. Mr. Wofsey motioned to approve the resolution, seconded <br />by Mr. Vanderhoef. The motion was approved unanimously. <br /> <br />A blighting analysis and redevelopment plan for 8342 Delcrest Drive was <br />presented. Ms. Riganti provided the background for the project. The developer <br />for the project plans to construct a 200 unit apartment complex on the subject <br />property. A blighting analysis and redevelopment plan was prepared as a <br />precursor to requesting tax abatement. In accordance with RSMo. 99.430.1, the <br />LCRA must review these documents and make a recommendation to the Plan <br />Commission and City Council. <br /> <br />Mr. Carl Lang, attorney and developer for the subject property outlined the <br />blighting analysis and redevelopment plan. He described the statutory definition <br />of blight and established the conditions which qualify the area as such. The area <br />is blighted due to a predominance of factors which constitute an economic and <br />social liability and a menace to the public health, safety, morals and welfare. <br /> <br />Mr. Lang then provided an overview of the proposed redevelopment plan. The <br />existing building will be removed and a four story, 200 unit apartment community <br />comprised of one, two, and three bedroom units will be constructed. <br />Approximately 200 construction jobs and eight permanent jobs will be provided. <br />Development approvals have been obtained from the Plan Commission and City <br />Council. This redevelopment plan is consistent with the City’s Comprehensive <br />Plan. <br /> <br />Mr. Lang responded to questions from the LCRA members and described the <br />need for the tax abatement, the history of property taxes for the area, the <br />anticipated demographic to occupy the apartment units, the construction <br />schedule, and the potential financial impact of the tax abatement on the City and <br />School District. <br /> <br />Mr. Vanderhoef motioned to approve the blighting analysis and redevelopment <br />plan for 8342 Delcrest Drive, seconded by Mr. Wofsey. AYES – Mr. Vanderhoef, <br />Mr. Wofsey, Mr. Rayhawk. NAYS – Mr. Grunzinger. The motion carried. <br /> <br />There being no further business, the meeting adjourned at 7:10 p.m. <br /> <br />2 of 2 <br />
