sufficient damage to justify a federal disaster declaration. SEMA will be meeting
with federal staff in St. Louis City and County and a few surrounding counties this
week. They will be reviewing the damage and reports sent in by local
jurisdictions and providing a determination next week as to whether or not
municipalities will have the opportunity for reimbursement.
The 2006 Employee Holiday Luncheon is Friday, December 22 from 12:00 to
1:30 at the Heman Community Center. Service Anniversaries, Employee of the
Year and OOBIY Awards will be presented. Come Celebrate! RSVP to Deanna
Townson at 505-8531 by Dec. 18.

Saamen Corporation filed a lawsuit
On June 6, 2006, against University City in
St. Louis County Circuit Court seeking a declaratory judgment that University
City's vacant building registration and maintenance ordinance (Code Section
8.28.020.113) is unconstitutional, plus an award of damages, attorney's fees and
court costs. On October 18, 2006, Judge Patrick Clifford granted University City's
motion to dismiss the lawsuit because the allegations were insufficient as a
matter of law to state a case against University City. Saamen was given 20 days
to file an amended petition, but did not. Saamen did not file an appeal with the
Missouri Court of Appeals by the deadline of November 27, 2006. Therefore,
Judge Clifford's judgment in favor of University City is final.

630 Trinity Building
Staff met to discuss opportunities surrounding the . There
were a number of exciting alternatives considered. The accessibility of the
basement entry at 630 Trinity makes it a highly attractive space. Taking into
consideration customer needs, employee needs and public safety, Municipal
Court was identified as the best use for the basement, with the upper floors
earmarked for Fire and Information Technology offices. I will begin assessing the
construction requirements, timeline and cost required to relocate and reutilize the
existing offices for the upcoming budget cycle.

I received some feedback regarding changing the administrative procedures for
liquor license administration
. Individual feedback included instituting a six-
month waiting period for applications from proprietors of restaurants without
previous restaurant and liquor license experience. It was also suggested that I
begin to filter applications and advise administratively prior to submittal to
Council. I do not know how the Council feels as a whole. For purposes of
discussion, I have two applications from individuals without prior experience in
today’s packet. If I were to implement the two suggestions above, I would likely
redirect both applicants to resubmit applications based on backgrounds. Please,
contact me directly to discuss or schedule a study session to review the policy in
more detail.

Misc.
?
UCRS, has posted that their services will be available by appointment only
through December 20.
