Session 1702, Minutes <br />July 28, 1997 <br /> <br />11 <br /> <br />Mr. Munkel asked Ms. Robertson to clarify her request. Ms, Robertson said that her desire would be to have an area that <br />would be fenced, for safety. She knows that there would be opposition to allowing dogs to just run off leash. She is asking <br />for an amendment to the leash law that would allow dogs off leash in a designated area. <br /> <br />Mr. Lieberman said that this was discussed on June 24, 1996 and Council was asked to provide a fenced dog park and to <br />establish a special permit for groups to meet with dogs without leashes. Council referred it to the Park Commission. He <br />never did see a response from them. <br /> <br />Mr. Ollendorffsaid that some of the people that were involved in that effort a year ago have located a place where they are <br />able to exercise their pets, but the Park Commission, this month, agreed to reopen that subject and study the situation to <br />see if there might be a place that would be appropriate where the rules that Ms. Robertson is suggesting could be <br />established. The Plan Commission suggested that she advise the City Council of what they are looking at. <br /> <br />Mr. W~ner said, in response to Mr. Lieherman, that this issue just came to the Park Commission this last week. Ms. <br />Robertson was given some advice, one of which would be to conduct a petition - which is a good tool to use to get the <br />Council's attention. Ms. Robertson said that the Plan Commission was going to her minutes from the previous meetings and <br />names of those involved in last year's attempt. She wanted to also point out one difference between her suggestion and the <br />group from last year. The Park Commission said that they were opposed to people seeking public parks for private use. <br />She is suggesting utilizing an area that could be used by all University City residents who have dogs or for people who are <br />interested in watching dogs for possible future purchase. Mr. Wagner said that last year it was a club that wanted public <br />space for their private use. <br /> <br />Mr. Schoomer said that the Park Commission should make a recommendation that the Council can act upon. He does not <br />believe it needs any further citizen petition. A recommendation from the Parks Commission was requested Fast year and he <br />thinks Council ought to have it. <br /> <br />It is the sense of the Council that the Park Commission should prepare a recommendation on this issue for action by the <br />City Council. <br /> <br />Ms. Elsie Glickert, 6712 Etzel, said that she was here at the last regular Council meeting concerning the 5:00 p.m. closing of <br />the Heman Park Pool. She had since sent each Councilmember a petition. She wants it recorded in the minutes that she is <br />not the only person that is interested in the removing the 5:00 p.m. closing of Heman Park Pool. She has spent quite a bit <br />of time on this. She has pictures of the pool. The park and the pool are gorgeous. The staff has done a wonderful job. <br />The dynamics of the pool is totally different today than when the closing time was initiated. She asked Council to look at the <br />pictures of the pool during different times of the day during the week and during the weekend. <br /> <br />CITY CLERK'S DOCKET: <br /> <br />BILLS FOR SECOND AND THIRD READING: <br /> <br />BILL NO. 8333 - GRANTING, SELLING AND CONVEYING A TRACT OF LAND MF__ASURING APPROXIMATELY 50 <br />FEET FROM NORTH TO SOUTH AND 733.04 FEET FROM WEST TO EAST, SOUTH OF VERNON AVENUE AND <br />IMMEDIATELY EAST OF PENNSYLVANIA AVENUE, TO THE METROPOLITAN ST. LOUIS SEWER DISTRICT. <br /> <br />The bill was given its second reading. <br />The bill was given its third reading. <br /> <br />Mr. Schoomer moved adoption. Mr. Munkel seconded the motion. The roll call vote was as follows: AYES: Mr. Ware, <br />Mr. Munkel, Mr. Wagner, Mr. Ueberman, Mr. Schoomer, Mayor Adams. Bill #8333 passes and becomes Ordinance <br />#6115. <br /> <br /> <br />
