Session 1702, Minutes <br />July 28, 1997 <br /> <br />the Plan Commission wanted those two driveways closed. The applicant submitted revised plans detailing these closures. <br />Mr. Ueberman said that during the Plan Commission meeting, there were some concerns expressed by members of the <br />public. One concern was noise pollution, because of the fact that this operation would have their rear doors open all the <br />time gave some to think that much of the noise would end up on Teasdale, where they live. Normally, a garage would have <br />a wall on the back and no openings to the south. In this case, there will be doors opening to south, as well as to the north. <br />Another resident on Delmar had the same concern. Residents did ask about Sunday hours and he thinks that it was agreed <br />that it would be open on Sunday from I 0 a.m. to 4 p.m. No other detrimental comments were made. <br /> <br />Mr. Wagner asked Mr. Ueberman to review the condition about the parking of overnight vehicles on the lot. Mr. <br />Ueberman said that the only place overnight parking would be permitted would be to the south of the building and to the <br />west of the building line, which would, consequently, be invisible to people traveling in both areas. <br /> <br />Mr. Munkel asked if the applicant was present. The Mayor said that they were and asked one of them to come forward. <br /> <br />Mr. Joe Welsch, Vice President of Klitzing Welsch representing Heartland Automotive, Inc. came forward. Mr. Munkel said <br />that University City had quite an extensive recycling program and he knows that Jiffy Lube and other similar operations have <br />opened up the possibility to recycle motor oil. Mr. Welsch said that it was his understanding that Jiffy Lube would accept <br />customer used motor oil for recycling. <br /> <br />Mr. Schoomer asked the City Manager if the recommendations for planting under the site plan amendments would include <br />dense planting to act as a sound buffer to some degree. Mr. Ollendorff replied that he was not sure that the density <br />required to block sound is being recommended in this instance. It is more for appearance - an attractive landscape area <br />instead of a solid barrier is being suggested. Mr. Ollendorffsaid that it was up to Council. Mayor Adams said that there was <br />a wall behind the structure and that he doubted seriously there would be much noise transfer. <br /> <br />Mr. Munkel said that there was a retaining wall behind this facility that is approximately eight foot high. Behind that is a bunch <br />of brush, which he believes will act as a natural barrier. <br /> <br />Mr. I ieberman commented that the gentleman that lives directly in back of this said his bedrooms were on the second floor, <br />which overlooks the entire abutment. His concern was the noise. Mr. Ueberman believes the eight o'clock closing time <br />would tend to relieve some of this problem. <br /> <br />Mayor Adams called the question. The all aye vote carried unanimously. <br /> <br />AGENDA ITEM #6 - CONDITIONAL USE - 7400 OLIVE: <br /> <br />Mr. Ollendorff reported that the Plan Commission recommends approval of using the former Rabbinical College property <br />for a day care and elementary school. The applicant, who has experience in operating three different schools at the present <br />time, would like to consolidate into this location. The problems that the neighbors have faced from this institution in the <br />past, under previous users, were mostly from outdoor activities and cookouts that were executed late in the evening and <br />interfered with their quiet enjoyment of their residential backyards. The program proposed by the current applicant appears <br />to have been well though out. Conditions should include completion of all exterior improvements prior to occupancy, <br />densely planted and fenced 30 foot wide transitional yards abutting residential properties, instailation of approved <br />landscaping, cemetery access acceptable to the cemetery managers, lighting shielded from neighboring residences and <br />prohibiting outdoor play and similar activity alter 8:00 p.m. The applicant is urged to operate this facility in a manner very <br />respectful of the residential neighbors. He believes the applicant is agreeable to all conditions, if so, Council can approve. <br /> <br />Mr. Wagner said that his concern for the cemetery access is strong. At one time, as this has been dealt with before, Council <br />had been sensitive to the water supply. Mr. Wagner asked Mr. Ollendorff if this issue had been dealt with. Mr. Ollendorff <br />said that representatives of the cemetery association were present tonight to answer questions. <br /> <br /> <br />
