Session 1659, Minutes <br />February 5, 1996 <br /> <br />Page 4 <br /> <br />resources and donations. <br /> <br />Ms. Robin LeVan, 1131 Hilltop Drive, representing the University City Loop Special Business Dis- <br />trict, thanked the Council and the Park Department for the support offered in the District's efforts <br />to upgrade and enhance Ackert Park. She noted that on February 14 the District is sponsoring Love <br />in the Loop, the first event ever scheduled on Valentine's Day by the District. She invited all to take <br />part in the festivities. <br /> <br />Mr. Schoomer moved approval. Mrs. Schuman seconded the motion, which carded unanimously, <br /> <br />RENOVATION OF HEMAN PARK RECREATION FACILITY <br /> <br />The City Manager said the April, 1994 bond issue provided $723,000 for the renovation of the He- <br />man Park recreation facility. Bids were received last September, but all were over budget. The <br />project was then scaled down to enclose and floodproof the facility and renovate the rink area. The <br />most recent bids are as follows (one was rejected due to failure to include bid bond): <br /> <br />Vince Kelly Construction & Remodeling, Inc. <br />Euro Style, Inc. <br />Robinson Quality Constructors <br />Landmark Systems <br />Poltker Construction <br />Schuater Engineering <br />Maestas Construction (minority owned) <br />J. E. 'Novack <br />Kozeny-Wagner <br />Agbo Construction (minority owned) <br /> <br />$729,900 <br />$739,000 <br />$739,7OO <br />$772,000 <br />$785,500 <br />$802,300 <br />$809,900 <br />$855,000 <br />$889,966 <br />$898,396 <br /> <br />Acceptance of Vince Kelly Construction & Remodeling's low bid of $729,900 was recommended. <br />Their bid is in order and their references provided the highest recommendations on their latest <br />projects. The difference in the low bid and the allocated bond amount will come from general funds. <br /> <br />Responding to Mr. Schoomer, Mr. Ollendorff said he did not know when construction would begin, <br />but would discuss this with the contractor as soon as a bid is approved. Mrs. Schuman said schedul- <br />ing the activities is of interest to the Council when approving a bid of this nature; she asked if there <br />was a reason why this information was not ascertained before now so Council would have a better <br />idea of when certain activities may be resumed. Mr. Ollendorff said the administration is reluctant <br />to talk to a contractor until a bid is approved. Mrs. Schuman asked about recent Vince Kelly <br />projects. Mr. Ollendorff said full or partial projects ranging from $300,000 to $4 million include <br />Ames School, Gateway High, and Lowell, Farragut and Warner Schools in St. Louis. Mrs. Schuman <br />asked if those projects were completed in a timely manner. Mr. Ollendorff said the report from the <br />contracting agency was that the projects were completed successfully; timeliness was not specifically <br />asked for, but it probably would have been reported if projects were overdue. <br /> <br /> <br />
