<br />at the time of filing from a container within the possession and control of <br />the City Clerk. The container shall initially have at least ten numbers per <br />office on the ballot. The name of the candidate drawing the lowest <br />number shall appear at the top of the ballot. The name of the candidate <br />drawing the next lowest number shall appear next on the ballot, and the <br />order of any remaining candidates participating in the random drawing <br />shall be established in the same manner. The name of any candidate who <br />chooses not to participate in the random drawing, or who files a <br />declaration of candidacy after the random drawing period, shall appear on <br />the ballot below the names of all such participating candidates and shall be <br />thereafter listed in the order of filing date and time, with an earlier filing <br />appearing closer to the top. If the nominating petition of a candidate, <br />whether participating in a random drawing or not, is found insufficient by <br />the City Clerk, for purposes of determining ballot order the petition shall <br />not be deemed to have been filed and any random drawing number <br />relating to the petition shall not be used; and the filing date and time of <br />any new or supplemental nominating petition shall be applicable provided <br />such petition is not found insufficient by the City Clerk. A candidate who <br />has filed a nominating petition found insufficient by the City Clerk may <br />thereafter participate in a random drawing only if the candidate files a new <br />or supplemental nominating petition within the random drawing period <br />and such petition is not found insufficient by the City Clerk. <br /> <br />Motion seconded by Councilmember Brat and carried. <br /> <br />Adopted this 11th day of December, 2006. <br /> <br />I herby certify that the above is a true excerpt from the minutes of the meeting of the City <br />Council held on the 11 th day of December, 2006. <br /> <br />~~G~ <br />CI CLERK <br />
