Ms. Ricci asked about line item 7330 food. She asked if this line number also included <br />money collected for food sales as well as money expensed to purchase food. She asked <br />that it would be two separate line numbers and Mr. Walker agreed. He said food budgeted <br />in HR was for employees’ Holiday party. She also asked how the estimated column was <br />calculated and Ms. Charumilind said that the actual as of January was used and added the <br />estimate of the remaining months. <br /> <br />Mr. Price asked City Manager for a comparison of positions in 2011 to that in 2012. <br /> <br />City Clerk Joyce Pumm gave an overview of the Legislative Fiscal Year 2013 budget. The <br />department consisted of one person, the City Clerk along with the City Council. The Fiscal <br />Year 2013 budget presented showed a decrease in expenditures by 20% from Fiscal Year <br />2012 original budget. She explained the number of Council meetings and ordinances <br />passed remained close to the same for the past three years. Ms. Pumm broke out line <br />items under contractual service and commodities to show what was actually being <br />expensed in each line item, noting that some line items had money allocated for potential <br />use. <br /> <br />City Clerk Pumm spoke on the RFP for codification of the City’s Municipal Code Book she <br />sent out. Three bids were sent out but basically there were only two companies that <br />handled Missouri: Sullivan Publications which does Missouri exclusively and Municipal <br />Code based in Florida. Sullivan Publications was the lowest bidder and the agreement <br />would be awarded to them along with the fact that he was based in St. Louis County for <br />easy accessibility. <br /> <br />Ms. Ricci felt the St. Louis Municipal League yearly membership was high as compared to <br />the others. <br /> <br />Mr. Price asked about line item 5001 and Ms. Pumm said it was to adjust the high/low <br />salary range of the City Clerk making it comparable to like surrounding municipalities. <br /> <br />Mr. Glickert asked about possible savings if Council would go all electronic. Ms. Pumm <br />noted that the packets are totally electronic presently but until Council adjusted their budget <br />to include purchase of an electronic means for all, there was still a lot of paper being <br />produced for packets. She said electronic would be a cost savings and many municipalities <br />have gone this way. <br /> <br />Ms. Ricci asked what was the percent of the line item 6400 office machine maintenance <br />expense the Legislative shared. Ms. Pumm said that presently it was an equal three way <br />split between HR, Administration and Legislation. She said that it was increased a little for <br />next year because of more use of color with the new logo and the cost also included the <br />monthly copy machine rental charge. <br /> <br />Mr. Price asked about the Council budget line 6115 Travel and Mayor Welsch said that new <br />members come on to Council and what is not used goes back into the General Fund but it <br />can’t be used if it is not there. <br /> <br />2 <br /> <br /> <br />
