Session 1658, Minutes <br />January 22, 1996 <br /> <br />Page 3 <br /> <br />DUMP TRUCKS (former Consent Calendar #1) <br /> <br />The City Manager said invitations to bid on eight dump trucks for the Central Garage, including <br />trade-in allowance for six trucks, were sent to 15 dealers. Most dealers bid several bodies from dif- <br />ferent body manufacturers. The Kranz body bids were the low bids and are the only bids reported <br /> ~ <br /> <br />below, as follows: <br /> <br />St. Charles Co. International (Int'l.) <br />Truck Centors (Freightliner) <br />F&C Truck Sales (GMC) <br />Truck Centors (GMC) <br /> <br />Unit Price Trade-in Total for Eight <br />$49,178 ($35,375) $358,049 <br />$47,379 ($52,750) $326,262 <br />$46,232 ($52,700) $317,156 <br />$45,958 ($52,750) $314,914 <br /> <br />Acceptance of the low bid of $314,914 from Truck Centers was recommended. <br /> <br />Mr. Fred Bayless, president of F&C Truck Sales, 2350 Chouteau, said General Motors canceled the <br />GM franchise of Truck Centers in Illinois in August, 1995. Mr. Bayless said purchasing these trucks <br />locally at a reasonable price would benefit University City; his company will also be happy to maintain <br />the tracks under the GM warranty. He felt his company should be given consideration over an out- <br />of-state bid. <br /> <br />In response to Mr. Cotton, Mr. Ollendorffsaid in the past the City has not favored in-state over out- <br />of-state bids, but other things being equal, does give preference to University City businesses. <br /> <br />Mr. Schoomer moved acceptance of the low bid as recommended. Mr. Cotton seconded the motion. <br /> <br />Mrs. Schuman asked if the warranty would still be valid if Truck Centers goes out of business. Mr. <br />Ollendorff said the warranty is from General Motors, but he would check tomorrow to be certain the <br />warranty will remain valid. <br /> <br />All voted Aye. <br /> <br />PUBLIC HEARING - PARKVIEW GARDENS SPECIAL BUSINESS DISTRICT <br /> <br />The City Manager satd a public heating was scheduled at 7:30 p.m. this date and place to hear com- <br />ments on the proposed establishment of a special business district in Parkview Gardens. A property <br />tax of 85 cents to be utilized for programs and improvements within the district boundaries is pro- <br />posed by the petitioning neighborhood property owners. Following public comment, Council may <br />wish to introduce a bill placing the issue on the April 2, 1996 ballot. <br /> <br />Mayor Adams opened the public hearing at 7:42 p.m. <br /> <br />Mr. Mike Giger, 830 Vanderbilt, President of the Parkview Gardens Association, said he represented <br />the petitioners who wanted to establish the special district.
