Session 1658, Minutes <br />January 22, 1996 <br /> <br />Page 6 <br /> <br />a brick refuse enclosure and identified where air conditioning units, fireplaces and a wood storage <br />area would be located, as requested; also, he agreed to changes regarding screening, signage, and <br />landscaping. Mr. Cotton did not understand why this project was not considered high quality, and <br />suggested it would improve Olive. He urged Council to work with the developer and not reject the <br />plan outfight. He asked Mr. Ollendorffto respond to the issue of quality. Mr. Ollendorffsaid the <br />general answer is that the staff report listed 1-1/2 pages of specific items that are considered deft- <br />ciencies, including s~tbacks, inadequate side yard, parking layout, etc., and all taken together result <br />in what the staff considers a less than high quality development. Mr. Ollendorff responded to <br />additional questions from Mr. Cotton regarding some of the items discussed in the staff report. <br /> <br />Mr. Schoomer said it had been clearly demonstrated that this project does not meet City codes, and <br />at this density will never comply. He thanked the developer for his interest but said the project simply <br />does not fit the site. He called the question. <br /> <br />Councilmembers Thompson and Cotton voted Aye; Councilmembers Wagner, Schuman, Schoomer, <br />and Mayor Adams voted Nay. The motion was defeated four to two. <br /> <br />LIQUOR LICENSE TRANSFER - 7434 OLIVE <br /> <br />The City Manager said Council may approve a change in name of the licensee at the grocery store <br />at 7434 Olive to the new owner, Family Company of America. The location has presented no unusual <br />problems insofar as the sale of intoxicating liquor by the package is concerned. <br /> <br />Mr. Wagner moved approval, and Mr. Cotton seconded the motion. <br /> <br />Mr. Bradlee Trigg, 362 Harbour Point Drive, representing Family Company, came forward. Mr. <br />Cotton welcomed the company to the community and said he hoped there will be some improve- <br />ments in the store because it was not as clean or well run under Schnuck's direction as it should be. <br />Mr. Trigg said this store will be one of Family Company's bread and butter stores and they are <br />making a major commitment to the community. <br /> <br />Mr. Schoomer and Mr. Wagner both welcomed Family Company to University City and said they <br />were pleased to have them here. <br /> <br />All voted Aye. <br /> <br />PERSONNEL REPORT <br /> <br />The Personnel report for the week ending January 13, 1996, was received and ordered filed. <br /> <br />BILLS FOR SECOND AND THIRD READINGS <br /> <br />BILL NO. 8263 - AMENDING CHAPTER 4 MUNICIPAL CODE RELATING TO ALCOHOLIC <br /> <br /> <br />
