This <br />is a small tenant space. The proposal is not strictly for retail; however, there is a retail aspect to <br />the proposed business. The proposed tenant is an existing, successful business looking to <br />expand. <br /> <br />Christa Osborne with Enigma Tattoos and Body Piercing, LLC, applicant, addressed the Plan <br />Commission. She stated they are moving from across the street. They are currently a second- <br />floor tenant on a balcony and would like ground floor space and a larger space. The proposed <br />space is larger and can meet their needs. <br /> <br />Mr. Senturia asked the applicant if they had discussed the proposal with neighbors. <br /> <br />Ms. Osborne stated that the Subway had recently changed ownership, but the owner of Market <br />Pub House, to the west, has no problems with their proposal. They had not had a chance to <br />discuss with business owners to the south. <br /> <br />Mr. Senturia asked about notification of property owners and if there had been any response. <br /> <br />Mr. Greatens stated that the notification requirements had been met and no responses had been <br />received. <br /> <br />Joe Edwards, property owner, stated that he had gotten response from neighboring property <br />owners and they are in support. <br /> <br />Ms. Lewis stated she noticed that at that location, ownership has changed frequently. She asked <br />Mr. Edwards if he thought the proposed tenant would be a long-term tenant. <br /> <br />Mr. Edwards stated that the reason is he takes chances on some businesses whose owners do not <br />have a lot of experience. <br /> <br />Mr. Senturia asked Mr. Edwards about his view regarding limiting certain businesses. He added <br />that the example that has come up is chain restaurants and perhaps tattoo parlors could be a <br />similar example. He asked how to possibly figure out the limitations. <br /> <br />Mr. Edwards stated that some of it depends on being in The Loop every day. Some of it is just <br />landlords holding out for individually owned businesses. He added that a new retail study for the <br />area had just been conducted by Washington University and many good suggestions came out of <br />that study. He also added that in his opinion it is good to have a wide variety of businesses in <br />The Loop.
